President of Uzbekistan Signs Decree on Reform of Labor Relations and Vocational Training
Tashkent, Uzbekistan (UzDaily.com) — The President of Uzbekistan has signed a decree aimed at improving the system of labor relations and vocational training, as well as stimulating employers.
The document outlines the primary objectives: to establish an effective, fair, and mutually beneficial system of interaction between employees and employers, and to implement a system for supplying qualified personnel in accordance with the needs of enterprises.
Starting from 1 September 2025, certain liability measures that previously hindered employers will be abolished. Specifically, administrative liability for refusing to hire individuals referred by employment agencies will be eliminated, along with the obligation to submit reports on available job vacancies.
From 1 November 2025, business entities will be required to create job reserves only for certain categories of citizens: people with disabilities, victims of domestic violence, members of poor families, orphans, and those left without parental care. This reserve should not exceed three percent of the total workforce and applies only to organizations with more than 100 employees.
Also starting from 1 November 2025, unemployment benefits will be paid only to individuals whose employment contracts have been terminated. Eligibility for benefits requires that applicants have worked at least 18 months in the last five years and apply for payment within six months after dismissal.
The benefit is granted for a period of three months: during the first month, it will amount to 75 percent of the average monthly salary, but not exceed three times the minimum wage (MROT). For the second and third months, the benefit will be 50 percent of the average salary, also capped at three times the MROT.
To qualify for a repeated benefit payment, a minimum of 12 months of work experience must be accrued after the end of the previous benefit period.
