President of Uzbekistan instructed to dismiss 26 heads of state tax inspections of cities and districts

Tashkent, Uzbekistan (UzDaily.com) -- Heads of tax inspectorates of Kungrad, Takhtakupyr, Ulugnor, Alat, Pakhtakor, Namangan, Mingbulak, Chust, Kasan, Mubarek, Dekhkanabad, Urgut, Kattakurgan, Nurabad, Muzrabat, Khiva, Khanka, Kitab districts were dismissed, as well as the cities of Bukhara, Kagan, Samarkand, Angren, Bekabad, Almalyk, Nurafshan and Urgench. This was stated by the President of Uzbekistan Shavkat Mirziyoyev at a meeting in Tashkent region on 2 August.

During the testament, it was noted that in the first half of the year, tax revenues in Uzbekistan increased by 7.5% compared to the same period of last year and amounted to 76.3 trillion soums. During this period, 2.3 trillion soums remained at the disposal of local budgets.

“However, this is much less than our existing potential. It must be admitted that the results of our growing economy are not fully reflected in budget revenues. Businessmen cannot be blamed for this. To do this, the tax authorities need to change their mindset,” the President of Uzbekistan said.

The President noted that the tax service should look at entrepreneurs as a source of expanding the tax base through their support, and not from the point of view of collecting money.

It was noted that today 60% of tax revenues are collected by the Interregional Tax Inspectorate for large taxpayers through an electronic system without visiting the site. The President criticized the employees of the regional and district tax services for being “relaxed”.

The number of enterprises paying income tax has decreased by 9% since the beginning of the year and amounted to 425 thousand. The number of such enterprises decreased by 20% in Khorezm and Karakalpakstan, by 14% in the Tashkent region, by 12% in Bukhara, Samarkand and Namangan areas.

The head of Uzbekistan said that instead of looking for additional sources, the tax authorities "succumbed to the old disease" and learned to collect free funds from working entrepreneurs.

It was noted that in 2022 the amount of overpayment of taxes by entrepreneurs increased from 320 billion soums to 4.4 trillion soums.

Shavkat Mirziyev noted that the number of corruption crimes among tax officials is increasing.

The President criticized the Department for Combating Economic Crimes under the Prosecutor General’s Office was criticized for weakening control. He instructed the department to create a practical system to prevent violations of the law, such as collecting excessive payments from taxpayers, late refunds of funds collected, and falsification during verification.

For shortcomings in ensuring budget revenues and checking the activities of entrepreneurs, the heads of the State Tax Administrations of Andijan and Syrdarya regions and others were dismissed. O. Head of the Inspectorate of the Interregional Tax Inspectorate for Large Taxpayers.

The head of Uzbekistan reprimanded Deputy Minister of Economy and Finance Dilshod Sultanov, deputy chairmen of the Tax Committee Mubin Mirzaev, Jakhongir Abdiev, Sirojiddin Eshmatov and Mirziyod Makhkamov, as well as the head of the tax department of Tashkent.
