President of Uzbekistan approves PPP projects until 2030

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev of Uzbekistan has signed a resolution focused on the development of public-private partnerships (PPP) in the country for the period 2024-2030.

The resolution approves priority PPP projects for 2024-2026, as well as projects to be implemented within the framework of PPPs up to 2030.

The plans include the construction and modernization of at least 1,000 km of modern toll roads, including the Tashkent–Samarkand and Tashkent–Andijan highways, to improve road connectivity between major cities.

To reduce annual energy losses by at least half, all electrical distribution networks will be transferred to private operators by 1 July 2027, with gas distribution networks to follow by the end of 2027.

To save up to 30% of electricity, all outdated irrigation pumping stations will be modernized by 2028.

By the end of 2028, to increase access to clean and reliable drinking water to 87% and centralized sewerage to 30%, the infrastructure of drinking water supply and wastewater systems will be modernized, with private companies being engaged for their management.

Starting in 2026, at least 100 schools and 100 preschools will be built annually under PPP arrangements, with a total capacity of over 400,000 students and more than 300,000 children, respectively.

To expand access to medical services through modern technologies, multi-profile hospitals will be constructed and transferred to private operators, serving over 100,000 patients.

Organizations such as the Asian Development Bank, the World Bank, the International Finance Corporation, and others will participate in the implementation of these projects.
