President of Uzbekistan approves measures to provide state support for the organization of production of electric vehicles

Tashkent, Uzbekistan (UzDaily.com) -- The President of Uzbekistan Shavkat Mirziyoyev signed a resolution on state support for organizing the production of electric vehicles in Uzbekistan.

The head of Uzbekistan approved measures to introduce a system for state support for the production of electric vehicles in Uzbekistan.

According to the document, at the first stage (within 24 months) it is planned to establish a full cycle of production of electric vehicles in Uzbekistan, including welding, painting and assembly work of at least 50% of the body and testing of cars.

At the second stage (within 36 months), it is planned to establish production or localize on the basis of cooperation of spare parts - glasses, seats, plastic parts, door coverings, instrument panels, bumpers.

In accordance with the Presidential resolution, until 1 January  2030, electric vehicles manufactured in Uzbekistan will be exempt from the recycling fee, and their components, devices, raw materials and spare parts for the provision of services - from customs duties.

For the period of mastering production processes (no more than 24 months), manufacturers are allowed to import no more than 10,000 (no more than 50% of the production volume) car kits (SKD) or finished electric vehicles (CBU) without paying customs duties and recycling fees.

According to the resolution, compensation will be paid from the state budget to cover interest on a loan in the amount of not more than 360 million soums taken for the purchase of an electric car manufactured in Uzbekistan to cover the part exceeding 15%, but not more than 10 percentage points, during the first 36 months.

Until 1 January 2030, persons providing passenger transportation services in electric vehicles or hybrid vehicles are exempt from paying the state fee for obtaining a license.

The resolution approved the target parameters for the purchase of electric vehicles in 2023-2025 by state bodies, local khokimiyats and enterprises, in which the state share does not exceed 50%. It is expected that government organizations will purchase more than 3,860 electric vehicles in 2023-2025.

The document notes that Uzbekistan plans to adopt a document on the direct recognition of international standards, as well as certificates for the production of electric vehicles and their components, issued by government agencies in Europe, the United States and China.

A program will be developed for the production of components for electric vehicles and hybrid vehicles, modern electric charging stations and components for them through the development of copper industry clusters.
