President of Uzbekistan Approves Measures to Improve Work with Youth in Mahallas
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Measures to Enhance the Effectiveness of the System of Working with Youth in Mahallas”, aimed at strengthening engagement with young people at the community level.
The document outlines the main goals of the updated system: improving the effectiveness of youth leaders through targeted, individualized work and ensuring that young people enter the labor market as competitive specialists by identifying their professional interests at an early stage.
Key responsibilities of mahalla youth leaders include fostering self-confidence among young people, implementing socially significant projects, organizing activities to help reveal talents, and promoting the “Five Initiatives Olympiad”.
They will also support youth employment, develop entrepreneurial skills, and assist students included in the “Youth Notebook” on the principles of social partnership. The decree strictly prohibits assigning youth leaders tasks unrelated to these functions.
A partnership system between the “mahalla seven” and educational institutions will be introduced, particularly to support school graduates. Deputy principals for spiritual and educational work, together with class teachers and school psychologists, will identify students with interests in foreign languages, professional training, and work activities on a monthly basis. These lists will be submitted to the youth leader and mahalla chair.
Youth leaders, in cooperation with mentors, experts, and entrepreneurs, will establish mentorship programs in mahallas, while mahalla chairpersons will develop initiatives to encourage studying sciences, mastering IT, reading, and engaging in sports.
By 1 February 2026, an integrated “Unified Youth Electronic Platform” will be created on the basis of the “Youth Notebook” and “Youth Portal”. It will generate a “Youth Balance” using demographic, social, and educational data, conduct sociological surveys with automated analysis, and provide information on benefits and opportunities for youth.
Starting 1 February 2026, all administrative procedures, including applications for social assistance through the “Youth Notebook”, will be carried out via the Unified Public Services Portal (my.gov.uz) and the new Unified Youth Electronic Platform.
From 2026, Uzbekistan will also introduce the practice of publishing an annual National Report on the Implementation of State Youth Policy. The report will be issued on 30 June, on the eve of Youth Day, by the Youth Affairs Agency to enable regular assessment of results and adjustment of support measures at the mahalla level.
