Powers of fire authorities expanded

Tashkent, Uzbekistan (UzDaily.com) – Resolution of the Cabinet of Ministers “On measures to increase the effectiveness of fire prevention and improve state supervision in the field of fire safety" was adopted.

On 1 September 2023, the nationwide campaign "Yongindan ogohlik" starts, within the framework of which:

methodical classes on fire prevention and actions during fires will be held in educational institutions;

fire safety training will be conducted at workplaces in state organizations, business entities and other organizations, including familiarization with the rules for using evacuation plans and fire extinguishing equipment;

distribution of handouts for the population will be ensured;

the media will publish articles, interviews and special programs in this direction.

As part of the campaign, starting from 2024, an annual competition "Excellence in Fire Safety" will be organized among entrepreneurs. The winner will receive a reward in the amount of 100 million soums, and for 2 years his activities will not be checked by the fire authorities.

From 1 January 2024, an independent assessment (fire audit) of the compliance of buildings and structures of individuals and legal entities with fire safety requirements is being established. Organizations accredited by the Ministry of Emergency Situations will be able to conduct a fire audit. The validity period of the fire audit conclusion is 1 year.

Business entities that have received a positive conclusion from a fire audit and have insured their buildings against fires and other threats will not be subject to inspection by fire authorities during the year.

From 1 September 2023, the fire authorities are granted the following powers:

carrying out at facilities owned by legal entities and individuals (regardless of the organizational and legal form):

detailed (preliminary) check and control check - no more than 1 time per year;

prompt verification based on applications from individuals and legal entities, as well as information from the media and other sources;

carrying out, on the basis of the calendar schedule approved by the Ministry of Emergency Situations, quarterly monitoring and preventive measures at facilities with a one-time crowd of more than 50 people (shopping and entertainment centers, bazaars, public catering, etc.).

From 1 November 2023:

it is prohibited to put up for auction non-agricultural land, agree on design estimates and issue a permit for the use of the facility upon completion of construction and installation works

without obtaining a positive conclusion from the fire authorities;

state fire supervision authorities will exercise control over compliance with urban planning norms and rules in terms of fire safety at construction sites;

at objects with a large crowd of people, departmental fire supervision will be mandatory.

From 1 January 2024, compulsory liability insurance for owners of buildings and structures located in bazaars and shopping malls will be introduced.
