Legislative Chamber Passed the Law “On providing psychological assistance to the population”

Tashkent, Uzbekistan (UzDaily.com) – At a meeting of the Legislative Chamber of the Oliy Majlis, the draft law “On Providing Psychological Assistance to the Population” was considered, developed by a group of deputies based on their right to legislative initiative.

It was noted that this document was conceptually adopted by the Legislative Chamber in the first reading on June 25 of the current year. During this period, the draft law was submitted for public discussion on the official website of the lower house, and suggestions from citizens, received during deputies' meetings in electoral districts, were taken into account.

In the responsible committee, opinions and suggestions from deputies and the public on improving the draft law were thoroughly studied during the meetings of the working group, and most of them were taken into consideration.

The draft law clearly defines the basic principles, tasks, types, forms, and standards for providing psychological assistance to the population. It also covers the rights and responsibilities of participants in the field of psychological assistance, categories of individuals entitled to free psychological assistance, issues of providing assistance in educational institutions, conducting research and scientific experiments in this field, as well as the grounds for refusal or termination of assistance.

The draft law creates a legal framework for the activities of professional associations in the field of psychological assistance.

Additionally, the Code of Administrative Responsibility of the Republic of Uzbekistan will be supplemented with a new article defining responsibility for providing psychological assistance by individuals who do not have the appropriate rights or who violate the restrictions established by law.

Citizens will have the right to independently choose a psychologist, form, type, and conditions of psychological assistance, as well as to receive information about the services provided and to maintain the confidentiality of personal information. These measures are aimed at increasing the responsibility of psychologists, improving their knowledge, and enhancing the quality of psychological assistance provided.

The adoption of the draft law will create a legal framework for providing psychological assistance to the population, meet the needs of citizens in this area, protect them from poor-quality assistance, and support qualified psychologists.

The draft law was approved by the deputies in the third reading.
