Tashkent, Uzbekistan (UzDaily.com) -- Resolution of the Cabinet of Ministers No. 101 approved the Regulations on the public environmental controller.

Presidential Decree No. UP-81 from 31 May 2023 “On measures to transform the sphere of ecology and environmental protection and organize the activities of the authorized state body” envisaged the introduction of the “Public Environmental Controller” system.
 
Basic rights and responsibilities of controllers:

identification of environmental violations, registration and inclusion of the relevant act in the Environmental Control Platform;

obtaining free education and advanced training to acquire special knowledge and skills;

obtaining information about measures taken in relation to identified offenses, participation in processes related to the sentencing of the offender;

receiving remuneration for effective activities in the manner and in the amount established by law.

Public environmental controllers are obliged to ensure transparency of activities, combat corruption, and also objectively prepare reliable data in the process of identifying and filing offenses.

Based on the results of the environmental controller identifying violations of the requirements of legislation in the field of ecology and environmental protection and taking the necessary measures, they are encouraged with cash bonuses from the Ecological Fund:

in case of illegal cutting of trees, bushes, other plants and seedlings, cutting down, damage, falling or transplanting to another place - in the amount of 1 BRV;

for other violations in the field of ecology, environmental protection and natural resource management - 5% of the amount of the fine imposed on the violator.
 
The regulation also defines:

main activities of public environmental controllers;

status, rights of controller;

special requirements for controllers;

the procedure for their preparation.
