Tashkent, Uzbekistan (UzDaily.com) -- Certainly, the state visit of the President of Uzbekistan Shavkat Mirziyoyev to Kyrgyzstan, held on 26-27 January this year, has become a historic event and is of great importance not only for bilateral relations, but for the whole of Central Asia.
This is evidenced by the signing of a solid package of documents that cover all areas of cooperation from politics to cultural and humanitarian interaction.
At the same time, a landmark event was the signing of the Declaration on Comprehensive Strategic Partnership between the two countries. The document defines the priorities of long-term cooperation and is designed to promote the intensification of cooperation in all areas, and meets the vital interests of the two states. This will undoubtedly impart a progressive character to the process of comprehensive mutual development.
Earlier, in a short time, Uzbekistan and Kyrgyzstan managed to reach breakthrough historical agreements - the Agreement on Separate Sections of the Uzbek-Kyrgyz State Border and the Agreement on the Joint Management of the Andijan (Kempirabad) Reservoir were signed. This put an end to the issue of delimitation of the state border.
Moreover, our countries have begun to implement such flagship projects as the construction of the China-Kyrgyzstan-Uzbekistan railway and the Kambarata HPP-1. On the one hand, they will allow mutual integration of our economies, on the other hand, they will have a positive impact on the development of transport and logistics networks in the region and the joint use of transboundary water resources.
All these facts testify to the high level of mutual trust achieved between Tashkent and Bishkek, which became possible thanks to the established comprehensive political dialogue, which allows searching for mutually acceptable compromises on the most difficult issues in a trusting and constructive spirit.
Bringing relations to the level of multifaceted and multilevel cooperation was also the result of an established system of institutional mechanisms.
First, an intensive political dialogue has been established between the leaders of our countries, which creates a fundamental basis for the progressive development of bilateral cooperation.
For example, if in 1991–2016, that is, in 25 years, there were 10 mutual visits, then since 2016. 6 state, official and working summits were organized at the highest level, not to mention the meetings held within the framework of the CIS, SCO, OTS and other organizations.
This testifies to the firm political will and determination of the Heads of States to strengthen and develop interstate relations.
In this context, it is important to note that during the summit, the parties expressed their readiness to further jointly develop a strategic partnership.
Secondly, the political dialogue is also being strengthened through the parliaments, which gives depth to the relations between the two countries. Yes, in 2017. An Inter-Parliamentary Commission on Cooperation between the Oliy Majlis of the Republic of Uzbekistan and the Jogorku Kenesh of the Kyrgyz Republic was established. It provides legal support for the implementation of bilateral agreements. The third meeting of the commission is planned to be held in 2023.
The practice of mutual visits of deputies has been established.
In December 2017, the first official visit of the Speaker of the Jogorku Kenesh of the Kyrgyz Republic to Uzbekistan in the history of bilateral relations took place. In June 2022, the parliamentary delegation of Uzbekistan, headed by the Chairman of the Senate of the Oliy Majlis, Tanzila Narbayeva, took part in the XI plenary session of the Parliamentary Assembly of Turkic Speaking Countries in Cholpon-Ata.
Notably, in 2019 for the first time, a delegation from Kyrgyzstan took part in observing the elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
Thirdly, bilateral dialogue is developing within the framework of an intergovernmental commission headed by the prime ministers of the two countries. So far, 9 meetings of the IPC have taken place. At the same time, in recent years, thanks to the effective functioning of this mechanism, significant results have been achieved in using the bilateral potential in the sectors of the economy.
Fourth, the Council of Heads of Border Regions, which was created for the first time, is highly effective. It is a unique platform that has no analogue in any other country.
However, since its inception in 2017, 4 meetings were held (the last one in April 2022 in Osh), which made it possible to expand the dialogue to the regional level. Their results gave a significant impetus to interregional cooperation. The next meeting of the heads of regions is scheduled for May this year. in Andijan.
In this context, it is important to note that in April 2021 in Ferghana, a trilateral meeting of the leaders of Ferghana region of Uzbekistan, Batken region of Kyrgyzstan was held, where the heads of Sughd region of Tajikistan also took part. That is, these mechanisms strengthen not only the political and economic bilateral relations, they also contribute to the creative processes at the trilateral and regional levels.
Moreover, as a result of the current summit, Comprehensive Programs for 2023-2025 were adopted to expand cooperation between Andijan and Osh, Jizzakh and Issyk-Kul regions, as well as the khokimiyat of Ferghana and the administration of Batken, Namangan and Jalal-Abad regions.
It is the combination of these mechanisms that contributes to the consistent deepening of the political dialogue, the result of which is the solution of system-nodal issues. This is the basis for strengthening mutual trust, imparts a progressive and systematic character to interaction, defines new vectors of cooperation, and develops people’s diplomacy.
All this shows how important it is for us to continue to support political dialogue and develop mechanisms for its institutionalization. This allows us to constructively resolve common issues for the benefit of our peoples, bound by centuries-old ties of friendship and good neighborliness, united by a common cultural and historical destiny.
In conclusion, I would like to say that the Uzbek-Kyrgyz summit that took place once again demonstrated the achieved high level of mutual trust and the willingness of the parties to build up practical cooperation. This, in turn, will contribute to the further sustainable and stable development of our countries, and as a result, will continue to strengthen the strategic partnership, create conditions for bringing our interaction to the level of an alliance.
