Tashkent, Uzbekistan (UzDaily.com) -- The first meeting of the high-level commission may take place as early as early next year. The instruction to start its preparation was given to the relevant committees of the State Duma of Russia and the Legislative Chamber of the Oliy Majlis of Uzbekistan.
Today in Tashkent, Chairman of the State Duma Vyacheslav Volodin and Speaker of the Legislative Chamber of the Oliy Majlis of Uzbekistan Nuriddin Ismoilov discussed the development of inter-parliamentary relations. Viacheslav Volodin and Nuriddin Ismoilov also signed the Regulations of the Inter-Parliamentary Commission on Cooperation.
The deputies of Russia and Uzbekistan need to legislatively ensure the decisions of the presidents of our countries, Vyacheslav Volodin emphasized at the meeting.
“The basis is an effective dialogue between our presidents. Thanks to him, decisions were made that formed the basis for the development of relations between our countries,” said Viacheslav Volodin.
“We view your visit as yet another proof of our partnership. Cooperation between Russia and Uzbekistan is now on the rise,” said Nuriddin Ismoilov.
Viacheslav Volodin recalled that on 15 September 2022, on the sidelines of the SCO summit, the heads of states signed a declaration on a comprehensive strategic partnership between the Russian Federation and the Republic of Uzbekistan. “The declaration sets the task of strengthening inter-parliamentary cooperation. We need to provide the dynamics set by the presidents with legislative support,” added the Chairman of the State Duma.
The parliamentary dimension is an important format of bilateral relations, the development of which will make it possible to better understand each other, the Chairman of the State Duma noted. “This is the relationship between nations. The deputies represent the citizens of their countries,” Viacheslav Volodin emphasized.
The parliaments of Russia and Uzbekistan are developing new formats of interaction. During the meeting, the Regulations of the Inter-Parliamentary Commission on Cooperation were signed. Vyacheslav Volodin and Nuriddin Ismoilov agreed to create a high-level commission between the parliaments of Russia and Uzbekistan at a meeting on July 5 in Moscow.
“This is a new interaction format for us, within the framework of which we plan to deal with issues that concern the citizens of our countries, work in the interests of the development of our states in such areas as energy, industry, science, education, communications, communications, development in the field of agriculture; exchange of advanced technologies, solutions, experience in various fields. And of course, one of the priorities for us is issues related to migration, protection of the rights of citizens who are on the territory of our countries, whether they are representatives of Uzbekistan or the Russian Federation. These are the topics that will definitely be on our agenda,” said the Chairman of the State Duma.
Vyacheslav Volodin and Nuriddin Ismoilov instructed the relevant committees of the parliaments of Russia and Uzbekistan to begin preparations for the first meeting of the commission, which could take place as early as early next year.
In addition, the Chairman of the State Duma invited colleagues from Uzbekistan to take part in the conference along the lines of parties represented in the highest legislative bodies of the countries of the Commonwealth of Independent States. The conference is scheduled for 14 December in Moscow.
“There are many issues that we can discuss and, using the experience that factions and parties represented in the parliaments of different countries have, develop new approaches and solutions for ourselves,” Viacheslav Volodin is convinced.
Development of economic ties
Uzbekistan is one of the leading economic partners of Russia, the Chairman of the State Duma noted. The trade turnover between the two countries continues to grow: in 2021, the growth amounted to 17.3% and reached $6.9 billion. Viacheslav Volodin also specified that in the first eight months of 2022 it amounted to $5.3 billion, and the total volume of Russian investments in the Uzbekistan exceeds $10 billion.
The Chairman of the State Duma also noted that Russia retains its leadership in the number of joint ventures operating in the republic - over 2,300 in various fields.
Speaking about the development of tourism, Viacheslav Volodin noted that since the beginning of 2022, about 317 thousand Russian tourists have visited Uzbekistan: one and a half times more than last year.
“A further increase in the flow of tourists will contribute to the use of national payment instruments, it is important for us to find a mutually beneficial solution in this area,” added the Chairman of the State Duma.
Preservation of cultural heritage
Viacheslav Volodin thanked his colleagues from Uzbekistan for helping to preserve the common language space between the countries. “We appreciate the careful attitude in Uzbekistan to the Russian language as an important tool for interethnic communication. This contributes to the strengthening of cooperation in various fields, the preservation of cultural and historical heritage, creates additional opportunities for the citizens of Uzbekistan,” the Chairman of the State Duma emphasized.
Nuriddin Ismoilov clarified that today the Russian language is studied in almost every school of the republic, in 91 institutions teaching is conducted only in Russian.
In addition, Viacheslav Volodin noted that Uzbekistan remains one of the CIS leaders in terms of the number of students studying in Russia - today it is over 46 thousand people. There are 14 branches of Russian universities in Uzbekistan.
Particular attention at the meeting was paid to the importance of protecting historical memory. “A common history means a lot, and whoever forgets it has no right to the future. In Uzbekistan, we see how carefully they treat it,” added Viacheslav Volodin.
