Tashkent, Uzbekistan (UzDaily.com) -- The development of social partnership between the state and civil society institutions in the field of interethnic relations is today an imperative for deepening regional cooperation. This statement was made by the First Deputy Director of the Institute for Strategic and Regional Studies under the President of Uzbekistan (ISMI) Akramjon Nematov at the international conference "Ensuring interethnic harmony in the states of Central Asia", which brought together a wide range of representatives of state bodies, civil society institutions and the expert community of Central Asian states, international organizations.
In a report on the role of civil society institutions in ensuring interethnic harmony in the region, the ISMI representative noted that Uzbekistan attaches great importance to the integration of civil society institutions in the development of interethnic relations.
In particular, according to him, in 2019. on the initiative of the President of Uzbekistan Shavkat Mirziyoyev, the Concept of State Policy in the Sphere of Interethnic Relations was adopted. The document recognizes the important role of civil society in strengthening tolerance, mutual understanding and mutual trust between peoples. A key place is given, first of all, to national-cultural centers, friendship societies, self-government bodies of citizens, the media, and educational institutions.
The main directions of state policy in the field of interethnic relations are the improvement of the mechanisms of social partnership between state bodies and civil society institutions, the strengthening of their role in public control, and early warning and prevention of negative trends in this area.
In order to promote the activities of civil society institutions in this direction, state support measures are provided in the form of grants and social orders.
Akramjon Nematov stressed that today the importance of the role of civil society is recognized in the states of the region. Thus, the Treaty on Friendship, Good Neighborliness and Cooperation of the Countries of Central Asia in the 21st century defines as a priority the establishment of interaction and the promotion of cooperation between the state bodies of the countries of the region with public organizations, the media and other civil institutions.
According to the expert, the participation of civil institutions in regional processes will give a progressive character, as well as depth to regional cooperation, and will make an important contribution to ensuring stability and sustainable development in Central Asia.
At the same time, Akramjon Nematov dwelled separately on the tasks that civil society institutions can solve. Firstly, they can participate in the timely identification, prevention and resolution of emerging problems, contradictions and conflicts in the sphere of interethnic relations, representing the interests of various groups of society, including ethnic groups. Civil institutions can contribute to building a constructive dialogue between ethno-confessional groups both among themselves and with the state, their participation in the process of developing and making decisions, and normalizing interethnic relations in general.
Secondly, being integrated into local communities and aware of their needs, mobilizing volunteer resources, civil institutions can act as sources of social innovation and effective providers of targeted social, educational and other necessary services for various ethnic and religious groups, thereby performing an important function of social adaptation and stabilization.
Thirdly, having access to the general population, civil institutions can more effectively involve various social groups in information and educational activities aimed at promoting the ideas of interethnic and civil harmony in society.
According to the representative of the ISMI, the comprehensive development of social partnership between the state and civil society institutions in the field of interethnic relations is today an imperative for deepening regional cooperation, can provide a synergistic effect and more effective results in the harmonization of interethnic relations, is an important condition for ensuring stability, sustainable development and joint prosperity of Central Asia.
In conclusion, Akramjon Nematov noted that the current conference and the measures developed as a result of it will serve to further consolidate the peoples of our common region and strengthen the irreversibility of the process of transforming Central Asia into a zone of trust, peace and common prosperity.
