Tashkent, Uzbekistan (UzDaily.com) -- The provision of modern emergency medical care depends, among other things, on a clear analysis of the situation with personnel, equipment and other parameters of this important area. A special course of the National Chamber of Innovative Healthcare of the Republic of Uzbekistan is devoted to such an analysis.
With the support of the World Bank, in May and June 2022, two stages of the course were held, which were attended by more than 230 managers and specialists of the Emergency Medical Service (EMS) from all over the country. To select the best program for such training, a competition was held by the Project Implementation Unit of the Ministry of Health of Uzbekistan.
The National Chamber of Innovative Healthcare became its leader by offering the course “Capacity Building in Making Decisions Based on Reliable Data”, which meets the necessary criteria of international standards and contains the most relevant areas of the topic.
“We are ready to support the efforts of reputable international institutions, such as the World Bank, in promoting the development of healthcare in Uzbekistan, taking into account the latest global trends and successful international practices. Conducting this educational course is one of the necessary steps in this direction,” said Rovshan Izamov, Chairman of the National Chamber of Innovative Health of the Republic of Uzbekistan.
To conduct the training on a competitive basis, the Tashkent subdivision was selected, which was recognized as the most qualified to complete the tasks, according to the requirements of the Customer.
As you know, medicine has its own statistics. But how up-to-date it is and how it is used to increase quality - this is what trainers and course participants talk about during 72 hours of training. First of all, the basic level of knowledge and skills of EMP managers in the field of analytics and evaluation of statistical information was determined.
Online training is aimed at developing decision-making skills based on reliable data. The course as a whole is designed for 3 stages and in total will cover about 350 managers and specialists of the EMP system. Its holding will also make it possible to make recommendations to the management of the EMP service on the implementation of software for medical and statistical information and the implementation of data storage tools for analytics and assessing the quality of the service’s activities.
“For me, many legal aspects of healthcare have become visible from a new perspective, this short course covers important aspects, including statistics, legal protection of healthcare workers, a number of other topics that, to some extent, gave a new look at our work, rethink something,” says the chief surgeon of the Beruni RMO, MD. Bazarboy Orazaliev, proposing to conduct such courses at least once every two years.
Reporting can become a tool to help organize quality medicine, which is all the more important when it comes to the emergency care system. It is important to analyze the availability of staff of centers, branches, departments of EMP, indicators of medical care during visits, the number of those delivered to hospitals and treated in them, the number of visits made and people who received assistance. It is even more important to draw the necessary conclusions based on this analysis. The goal is to save the health and life of people at a qualitatively new level.
“Participation in this course gave me new knowledge on the analysis of a lot of statistical data, I was happy to participate in the analysis and discussions. Very interesting information was presented from conflictology and medical ethics, problems and ways to solve them. I would like to express my gratitude to the organizers of this course and the wish to continue such projects in other areas of medicine,” said Bakhodir Akhrorov, head of the surgical department of the Ferghana branch of RRCEM, in his review.
During the course "Capacity building in decision-making based on reliable data" it was also about quality management models in medicine. The needs of modern people for a high level of medicine are constantly growing, which means that processes and services should be systematically improved in medical organizations.
In this regard, medical institutions need to define a strategy and tactics, formulate goals and objectives, develop a policy and work motivation, draw up an action plan to improve the quality of medical services. This will allow organizations to benefit from the use of their capabilities, both those they already have and those to be acquired.
“The theoretical information in this cycle deserves special mention, the database was presented, very extensive and useful even for people with experience. I myself can note this, having 15 years of experience in the NSR system. I believe that this project should continue,” Kandiyor Orziev, head of the 2nd department of the Bukhara branch of the RNCEM, shares his impressions.
Continuous improvement of the quality of medical services today is a necessity for the successful and efficient operation of an institution of any level. At the same time, effective decisions should not be made intuitively, but based on the analysis of information, reliable data. As shown by two stages of the training, this approach finds understanding and support among the specialists of the emergency medical care system of the republic.
