Digitalization as a basis for the comprehensive development of cooperation between China and the countries of Central Asia

Tashkent, Uzbekistan (UzDaily.com) – On 25 January, an online summit of the leaders of China and the countries of Central Asia was held on the occasion of the 30th anniversary of the establishment of diplomatic relations, where the President of the Republic of Uzbekistan Shavkat Mirziyoyev called for the implementation of a number of important initiatives, including:
– development of a strategy for the New Economic Dialogue between China and the five countries of the region;
– practical implementation of the China-Kyrgyzstan-Uzbekistan railway project;
– creation on the basis of IT parks of a joint platform of the "Intellectual Silk Road";
– Mutual recognition of vaccination passports.
All initiatives are certainly very important and need to be implemented as soon as possible. However, if the parties intend to give cooperation an effective character, it is important that the interaction between the countries is based on the use of advanced technologies.
Today, the development of digital technologies is considered in Uzbekistan as one of the priority areas, which will make it possible to qualitatively reform the activities of public authorities and administration. Similar approaches are applied in the countries of the region.
Based on the fact that China is one of the key sources of direct investment in the economies of Central Asia, the total volume of which by the end of 2020 approached US$40 billion (in Kazakhstan - US$21.4 billion; in Uzbekistan - more than US$10 billion; in Kyrgyzstan - US$4.6 billion; in Tajikistan more than US$3 billion), it is important that Chinese capital go to the countries of the region with new technologies and the best solutions in agriculture and water management, industry, engineering, etc.
This will help accelerate the transition to a new industrial track in the countries of Central Asia so that they can jointly build a digital and green economy that meets modern requirements.
Therefore, the practical implementation of the theses voiced by the Leader of Uzbekistan during the last summit will be of paramount importance:
“The widespread use of digital technologies is becoming increasingly important in the transition to the fourth industrial revolution.
Taking into account the experience of China in this area, we propose to develop mutual partnership in the development of the digital economy and trade, the introduction of e-government, blockchain technologies and artificial intelligence. To achieve practical results in this direction, we propose to create a joint platform of the "Intellectual Silk Road" based on the IT parks of our countries.
Taking into account the position of Chinese President Xi Jinping stated at the summit that the keys to successful cooperation between China and the five countries of Central Asia are mutual respect, good neighborliness and friendship, solidarity and mutual benefit, there is no doubt that the countries concerned will make the necessary efforts on the development of constructive interaction.
This is also evidenced by the adopted Joint Statement, in which the heads of state mark the onset of a new era in relations between states. The determination, based on consideration of each other’s interests, is emphasized by joint efforts to promote the development of a strategic partnership that is distinguished by rich practical content and strong friendship between China and the countries of Central Asia.
