Tashkent, Uzbekistan (UzDaily.com) -- On the natural watercourses and water facilities of the Republic of Uzbekistan, JSC Uzbekgidroenergo is working on the construction of new hydroelectric power plants.
In particular, in accordance with the resolution of the President of the Republic of Uzbekistan No. PP-2947 "On the Program of Measures for the Further Development of Hydropower for 2017-2021" from 2 May 2017, it is envisaged to build on the Pskem River, 73 km long, 5 large hydropower plants with a total capacity of 1 320 MW and an average annual capacity of 3,140 million kWh.
One of them is the Pskemskaya HPP. Pskemskaya HPP is one of the largest facilities located in the north-east of Tashkent at a distance of 120 km, 45 km above the Charvak reservoir. The electric power capacity of the Pskemskaya HPP is 400 MW. This is the second largest hydropower plant after the Charvak hydropower plant. The Pskemskaya HPP generates 950 million kWh of electricity per year and is the most important source of energy.
A feasibility study for the use of the hydropower potential of the Pskem River was first developed in 1987.
Design exploration, research and preliminary construction and installation works were started. These design and survey, research works on the basis of the technical order developed by JSC "Hydroproject" were carried out mainly by local and foreign organizations.
Taking into account the difficult geographic conditions of the construction site of the Pskemskaya HPP, the planned construction of large structures, on 24-26 September 2018, an international technical conference "Features of the design and construction of the Pskem HPP" was organized with the involvement of leading geologists in the field of hydropower from Russia and Ukraine, JSC Lenhydroproject ”of Russia, the geological substantiation and geological survey materials of the project were revised.
At the same time, in the Laboratory of Static Research of Soils of JSC "VNIIG named after B.Ye. Vedeneyeva” the soil samples obtained within the framework of the project were tested on triaxial compression devices. Based on the results of the audit, the organization of JSC Lenhydroproekt in December 2018 submitted an opinion on the geological conditions of the regions where the main structures of the Pskem HPP are located.
At the same time, specialists from JSC Institute Hydroproject of the city of Moscow were involved for methodological management of geological and research works, as well as processing of new materials. At the same time, LLC "Ingeoproekt" of the Russian Federation carried out drilling operations at the bottom of the Pskem River.
It should be noted that on the technical solutions adopted within the framework of the investment project "Construction of the Pskem HPP on the Pskem River", positive conclusions were received from the international engineering company "Tractebel Engineering GmbH" (Germany).
The total volume of the Pskem reservoir is 511.2 million m3 of water, the effective cube of water obtained from it is 468.9 million m3. The construction of this hydroelectric power station on the Pskem river ensured the effective conservation of fuel and energy resources in the country. The capacity of the hydroelectric power station per year replaces 300 thousand tons of standard fuel. Thus, 250 million m3 of natural gas can be saved. The construction of the Pskem HPP gave an impetus to the socio-economic development of the population living here, led to the creation of a modern engineering and social infrastructure, and new jobs were created.
In this regard, in order to consistently establish the use of renewable energy sources and the commissioning of new capacities, the draft resolution of the President of the Republic of Uzbekistan “On measures for the implementation of the investment project “Construction of the Pskem hydroelectric power station on the Pskem river, Bostanlyn district, Tashkent region ” from 4 October 2021, was approved.
In accordance with the resolution, it was planned to build the Pskem hydroelectric power station in [ Bostanlyk district of [ Tashkent region. Within the framework of the investment project "Construction of the Pskem hydroelectric power station on the Pskem river of Bostanlyn district of Tashkent region" it was planned to master investments for a total amount of US$799.6 million. Based on the scope of work and technological complexity provided for in the project, it was decided to build the HPP in two stages.
In particular, at the first stage, in 2018-2021, it was planned to build facilities for US$412 million, including hydraulic structures, water tunnels, hydroelectric power station buildings and 260 km of electricity transmission lines and infrastructure facilities.
As part of the preparatory work on the investment project in 2018-2021, the construction of the 1st tier of the water intake structure was completed, 1288 meters long during the construction and operational period, an underwater tunnel, 285 meters long, connected to this tunnel, supplying water in 1-2 aggregates and 2 control facilities, as well as a final water discharge facility. The metal products for these structures were manufactured by Suvsanoatmash JSC of the Uzbekhydroenergo JSC system. At the same time, the hydromechanical equipment was supplied to LLC of the Russian Federation "Energosila", at the same time, the work on the installation of metal products and equipment was supervised by highly qualified specialists.
At the same time, work has been completed on the construction of internal roads, 46 km long, 7 infrastructure facilities. Currently, within the framework of the project, work is being carried out on the power transmission line, on the left bank of the river, the construction of an underground tunnel and work in the quarries. During the implementation of this work in 2018-2021, 91.3 million dollars were spent.
At the same time, in 2022-2026, in order to efficiently use water resources during the period of the project, through the installation of temporary impellers for work with low pressure, it is planned to produce a total of 401.5 million kWh of electricity.
Of course, in the future, these temporary impellers can be used in the implementation of investment projects "Construction of the Pskem hydroelectric power station on the Pskem river, Bostanlyn district of the Tashkent region" and "Construction of the Mullak hydroelectric power station on the Pskem river, Bostanlyn district, Tashkent region".
At the second stage, that is, in 2022–2026, it is planned to implement the dam worth US$387.6 million. In this direction, work is underway to close the 1-barrier gates of the Pskem HPP. From now on, the waters of the Pskem River will pass through an underground tunnel about 10 km long. Currently, the river flows at a speed of 280 meters per second.
The commissioning of the project is scheduled for 2026 and production capacity will be created per year on average 946.1 million kW. Hours of electricity.
