Uzbek President signs a law on ensuring seismic safety

Tashkent, Uzbekistan (UzDaily.com) -- On 13 September, President of Uzbekistan Shavkat Mirziyoyev signed the law "On ensuring the seismic safety of the population and the territory of the Republic of Uzbekistan."
The document was adopted by the Legislative Chamber of the Oliy Majlis on 15 June and approved by the Senate on 31 July. The law will come into force in 6 months.
About 78% of the territory of Uzbekistan is located in seismically active regions, where earthquakes of magnitude 6 and higher on the MSK-64 scale regularly occur.
Therefore, there is a need to improve the legislative framework for ensuring the seismic safety of the population and the territory of the country, to determine the powers in this direction of the responsible state bodies and to develop specific mechanisms for preparing for strong earthquakes and eliminating their consequences.
Today, relations in the field of ensuring seismic safety are separately regulated by almost 20 by-laws, and not all measures that should be carried out in this direction are provided for by law.
Currently, there is clearly a lack of uniform legal norms governing relations in the field of ensuring seismic safety of the population and the territory of the republic.
In this Law:
firstly, the main tasks of state bodies are determined, in particular the Cabinet of Ministers, the Ministry of Emergency Situations, the Ministry of Construction, the Academy of Sciences and local government bodies to ensure seismic safety.
Secondly, the law establishes the classification of objects to ensure seismic safety, as well as the procedure for inspections and monitoring of the seismic resistance of buildings and structures.
Seismic safety facilities are subdivided into 4 categories according to their importance.
Thirdly, the procedure for determining the probability of earthquakes is established, according to which the predicted results of observations at seismic stations are analyzed weekly by an interdepartmental expert commission and conclusions on a possible seismic situation are sent to the Cabinet of Ministers.
Fourth, the rights and obligations of citizens are determined in the field of liquidation of the consequences of strong earthquakes, the restoration of objects damaged as a result of strong earthquakes - at the expense of the State budget, funds of international financial institutions and other not prohibited sources, as well as the rights and obligations of citizens in the field ensuring seismic safety.
