Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Justice, together with the European Bank for Reconstruction and Development, today organized a training and practical seminar for heads of ministries and departments on the topic "The role and place of the regulatory impact assessment system in the development of the country."
The seminar was attended by members of parliament and government, heads of more than 50 ministries and departments, rule-making subjects, as well as the head of the European Bank for Reconstruction and Development in Uzbekistan - Alkis Drakinos, consultant of the European Bank for Reconstruction and Development, senior director of the international consulting organization “Jacobs, Cordova and Associates”, specializing in regulatory impact assessment - Caesar Cordova.
The purpose of the seminar is aimed at increasing the knowledge, skills and practical skills of the heads of ministries and departments on the effective application of methods for assessing the regulatory impact of existing legislative acts and their projects. The seminar served as a kind of platform for rulemakers to discuss the latest reforms in Uzbekistan and preliminary results in this area, as well as to familiarize themselves with the best practices of developed countries.
It should be noted that this procedure has been used in international practice since the 60s of the twentieth century. Today it effectively operates in more than 60 countries, including Great Britain, Denmark, France, Germany, USA, Russia, Kazakhstan.
The main goal of this institution is to create a high-quality and balanced regulatory framework of the state. At the same time, the main requirement is the adoption of legislation free of unnecessary costs, time, paperwork and bureaucratic barriers.
At the event, Dr. Cordova, Senior Director of Jacobs, Cordova and Associates, spoke about the practice of foreign countries in the field of regulatory impact assessment, the difficulties of the process, new administrative strategies, and their achievements. It was noted that as a result of the application of smart regulation methods in Germany in 2000-2005, it was possible to save about 10.5 billion euros, in Australia ¬ in 2013-2015, 4.5 billion Australian dollars, and in Russia only in 2020 2.5 trillion rubles.
The seminar also featured the Gender-Sensitive Regulatory Impact Assessment project implemented by the Ministry of Justice and the European Bank for Reconstruction and Development.
At the event, it was mentioned about the development of the system for assessing the regulatory impact of legislative acts in Uzbekistan, the reforms carried out, the initial results achieved over the past period.
In particular, in 170 (11%) bills submitted to the Ministry of Justice for examination this year, it was revealed and prevented the adoption of more than 200 legal norms, which can lead to excessive and additional costs for entrepreneurs.
In general, when assessing the regulatory impact, the impact of a draft regulatory legal act or an existing legislative act on three important areas - the economy, social sphere, ecology and the environment - is deeply and comprehensively determined. This ensures the development and adoption of high-quality, efficient and less costly legislative acts.
