Tashkent, Uzbekistan (UzDaily.com) -- Under the leadership of the Management Board of Uzbekneftegaz, an expanded video conference of the Management Board was held to discuss the state of work performed and ensure the execution of orders set by the President of the Republic of Uzbekistan Shavkat Mirziyoyev to Uzbekneftegaz.
The meeting analytically discussed the work performed, the shortcomings and the implementation of the planned indicators for January-August 2021.
The Chairman of the Management Board criticized that system organizations observe irresponsibility in the process of organizing work on the ground, a cold-blooded approach to assignments, as well as cases of failure by specialists to fulfill the tasks and responsibilities established in the job descriptions.
During his recent visit to the Republic of Tatarstan, the Chairman of the Management Board admitted that the achievements in the field of oil and gas there were achieved precisely due to the responsible attitude of employees to their work. He cited as an example cases when he himself witnessed how employees show interest in their company. He noted the need to form a similar environment in Uzbekneftegaz.
The Chairman of the Board noted a number of agreements reached on bilateral cooperation with this state and stressed that, first of all, it is necessary to start work with the establishment of advanced training for young specialists. In particular, he gave recommendations to the employees of the Bukhara oil refinery on the direction to Tatarstan for the exchange of experience in oil refining.
At the meeting, the main issues were discussed: natural gas production, production and increase in production of liquefied gas, the results of nine months, the state of implementation of the tasks set by the end of the year.
The respective Vice-Chairmen of the Management Board presented their reports on the work done in this direction.
Deputy Chairman of the Management Board for Production Alisher Mustafayev noted that in the context of deposits, enterprises, departments, regions, an analysis of the work performed for 8 months was carried out, deficiencies and new opportunities were identified. Vice-chairman
The Board also advised that the processes for preparing for the winter season are not as good as in previous years and that steps are being taken to implement these activities as planned.
It was noted that in September, it was planned to start drilling 18 wells, as well as to carry out major repairs and intensification of 48 wells; for the timely implementation of these tasks, employees of the department were attracted to enterprises in the regions.
A. Mustafayev also noted that for the successful implementation of the planned work, it is necessary to repair four engines, bring a pipeline for the Tegirmon field, as well as cranes for the Janubiy Kemachi field of the Mubarek Oil and Gas Production Department and Gazli Oil and Gas Production Department.
The Chairman of the Management Board instructed to create a "Special Group" for the repair of engines and other technical equipment, as well as send process engineers on a business trip, taking full control of the repair work.
First Deputy Chairman of the Management Board Sh. Alirizaev said that the organization of work with foreign partners in this direction was taken under full control and would be completed in due time.
During the video selector, the report of the head of the Mubarek oil and gas production department, R. Sherov, was also heard. Information on existing management problems is presented. The Chairman of the Management Board emphasized that there are shortcomings in the work performed at the oil and gas facilities in Mubarek, and some field managers do not justify. In this regard, he announced the need to remove from office the heads of the fields who do not fulfill the planned targets.
In turn, it was reported that on September 10 of this year, a meeting with geologists will take place at the Zevard field complex, during which problems will be studied and resolved on the spot.
R. Sherov was instructed, firstly, to start drilling 34 wells, to carry out major repairs and intensification of work on 25 wells, and secondly, to take a responsible approach to the implementation of the planned measures with a further increase in the responsibility of field managers, to take measures to work with the well stock, an increase in the production of natural gas and the production of liquefied gas.
During this video selector, the report of the Deputy Chairman of the Board for Geology K. Tukhtaev, Deputy for Economics and Finance U. Ashurov, Deputy for Construction and Transport M. Temirov was heard. The proposals of the head of the Shurtan oil and gas production department, Sh. Jabbarov, to increase production volumes were accepted.
The meeting also discussed the issue of a stable supply of oil products to the branches of the economy and the population of the republic, including the supply of diesel fuel, which requires agrotechnical measures.
At the end of August this year, the activities of oil depots, which perform unsatisfactory tasks, were sharply criticized.
In particular, according to the plan, the volume of the residual stock of diesel fuel is planned to be increased to 100 thousand tons, and as of 1 August of this year, the remainder amounted to 33.0 thousand tons. As of 1 September, it amounted to 27.0 thousand tons and decreased by 6.0 thousand tons.
As a result, the stable supply of diesel fuel for autumn agricultural activities is under threat.
It was decided to take drastic measures to pay off existing accounts receivable by the end of the year, to file statements of claim with the courts in accordance with the established procedure, and also to personally instruct the directors and chief accountants of oil depots to collect accounts receivable.
At the same time, despite the letters of guarantee issued by the heads of the oil depots, the accounts receivable of farms growing cotton and grain, as of August 1, amounted to 90.6 billion soums. As of 1 September, the amount of this debt remains unchanged - 90.6 billion soums.
As of 1 September 2021, accounts receivable amount to 167.7 billion soums, including for agricultural enterprises - 96.4 billion soums, system enterprises - 9.8 billion soums, other consumers - 61.5 bln UZS
In the context of tank farms:
· "Jizzakh oil depot" - 67 billion soums;
· "Bukhara Oil Terminal" - 26 billion soums;
· "Andijan Oil Terminal" - 23 billion soums;
· "Morokand Oil Terminal" - 19 billion soums;
· "Gulistan oil depot" - 17 billion soums;
· "Ferghana Oil Depot" - 6.9 billion soums.
According to the assignment, in accordance with the developed schedule for reducing consumer debt to oil depots in August, the task was set to reduce the debt by 5.4 billion soums, actually decreased by 3.5 billion soums or not fulfilled by 1.9 billion soums.
In this regard, the Chairman of the Management Board instructed to remove from their posts the heads of "Marokand", "Bukhara", "Ferghana", "Gulistan" oil depots, the Legal Department to check and submit the collected documents to the prosecutor’s office.
Also, the task of broad coverage of the identified cases of theft through the media has been determined.
