Community-based social services contribute to enhancing social protection in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Mahalla and Family Support of the Republic of Uzbekistan and UNICEF has today jointly launched a project on integrated social services delivery.
Applying the best international practices in planning, implementation, delivery, and monitoring of community-based social services to prevent unnecessary family separation, poverty, violence, and exclusion, the project will initially be piloted in Almazar district of Tashkent City and Angren town of Tashkent region.
Under this project, which aims to deliver integrated social services based on case management, the community social workers will become a connecting link coordinating social support services provided currently by numerous ministries and agencies.
The project will ensure there is a system that captures needs and ensures that social support services are closely tailored to the needs of people. Results of the pilot project will inform the social protection reform agenda, specifically the design of an institutional framework for integrated provision of social protection.
“A strong social protection system coupled with highly qualified social workers following an anti-discriminatory, human rights-based, and inclusive approach, will bring positive changes in the life of the most vulnerable individuals, groups, and families in Uzbekistan,” said Geoffrey Ijumba, UNICEF Deputy Representative in Uzbekistan.
Case management enables a holistic picture of needs and links with other services to provide comprehensive support to the family. Often to meet different challenges faced by children and families, the state provides services, like social assistance, disability assistance, clothing, food, support for school supplies, public works etc. However, the system of social support in Uzbekistan is scattered among different agencies and it is often impossible for social service providers to know the full picture of the needs of a family and what it takes to overcome the challenges.
The pilot project will equip service providers at district and community levels with applying social work skills and professional ethics in their daily work. It will also create integrated information management system and referral mechanisms for better planning and implementation of social protection programs for all.
“An important aspect of the project is to involve the ministries and agencies responsible for solving the problems of the population, to direct each problem to the respective authorities. Doing so will lead to the rapid and targeted solution of citizens' problems in the mahallas, increase the effectiveness of the social protection system,” said Gulnora Marufova, the First Deputy Minister of Mahalla and Family Support. “We express our readiness to establish mutually beneficial cooperation with international organizations,” she added.
This activity will cover the most vulnerable groups of the population such as poor people, persons with disabilities, families with children, and women so that they can benefit from inclusive, needs-based, and individualized social services. The project is implemented within the framework of the UN Joint Programme on Strengthening Social Protection in Uzbekistan.
