Fears about partnership program with Russia are groundless - Defense Ministry

Tashkent, Uzbekistan (UzDaily.com) -- The Ministry of Defense of Uzbekistan called fears in connection with the signing with Russia of the Strategic Partnership Program in the military field until 2025 "absolutely groundless."
In the message, the department notes that recently the Republic of Uzbekistan has been pursuing an active foreign and domestic policy aimed at improving the life of the people, strengthening good-neighborly relations with neighboring states, developing and expanding cooperation with all countries of the region and the world. Cooperation is developing in the economic, political, cultural, humanitarian and other sectors, including in the military sphere.
However, on some web-sites, people began to ask the following questions following the visit to Uzbekistan on 27-28 April 2021 of the Minister of Defense of the Russian Federation, General of the Army Sergei Shoigu:
• Fear of the possible introduction of Russian troops into Uzbekistan as part of a strategic partnership.
• Possible interference of the Republic of Uzbekistan in the military conflicts of Russia.
• The likelihood of a negative assessment of Uzbekistan’s foreign policy on the part of Western countries.
• Dissatisfaction with the growing influence of Russia on Uzbekistan.
• The need to strengthen cooperation with the European Union.
“It should be noted that all these fears are absolutely groundless and have no logical basis,” the Defense Ministry said.
"Firstly, the fundamental documents in the field of defense, such as the Constitution of the Republic of Uzbekistan (1992), the Foreign Policy Concept (2012), Defense Doctrine (2018), have clear and precise answers to these questions," noted in the message of the department.
In particular, clause 10 of the Defense Doctrine of the Republic of Uzbekistan reads: “The policy of the Republic of Uzbekistan in the field of defense is based on the following principles:
non-admission on its territory of the deployment of foreign military bases and facilities;
non-participation of the Armed Forces in peacekeeping operations and military conflicts abroad ”.
"In this regard, the exaggeration of rumors about the possible entry of Russian troops into Uzbekistan, as well as about the possible intervention of Uzbekistan in the military conflicts of Russia are groundless," the ministry said.
Secondly, Uzbekistan is a sovereign state that determines its domestic and foreign policy.
Article 17 of the Constitution of the Republic of Uzbekistan states that: “The Republic of Uzbekistan is a full-fledged subject of international relations.
“Therefore, fears about possible negative assessments of the foreign policy of the Republic of Uzbekistan from Western countries, dissatisfaction with the growing influence of Russia on Uzbekistan and the need to strengthen cooperation with the European Union are also not justified,” the Defense Ministry said in a statement.
It should be noted that cooperation of the Republic of Uzbekistan both with the Russian Federation and with the countries of Europe, Central and South Asia, the United States is built on the principles of trust, equality, mutual respect and consideration of interests.
An expanded regulatory and legal framework has been created between the defense departments of Uzbekistan and Russia, which makes it possible to conduct and intensify cooperation in various areas of activity of the armed forces.
The basis of such cooperation, first of all, is the Agreement on Strategic Partnership between the Republic of Uzbekistan and the Russian Federation of 16 July 2004 and the Agreement on Allied Relations of 14 November 2005.
The ministry noted that it is necessary to openly and honestly admit that today Russia remains the largest partner in the supply of weapons and military equipment to the Armed Forces of the Republic of Uzbekistan in order to ensure the peaceful life of the population of Uzbekistan, as well as ensure peace and stability in the region.
"From this follows a summary: the establishment of close cooperation between the defense departments of the two countries in this area is a logical continuation of Uzbekistan’s foreign policy, and tendentious rumors about the various consequences of this cooperation with the Russian Federation for the Republic of Uzbekistan are groundless," the department notes.
