Tashkent, Uzbekistan (UzDaily.com) -- At a regular meeting of the Legislative Chamber of the Oliy Majlis, held on 4 May 2021, the deputies considered in the second reading the draft law "On Amendments and Additions to the Law of the Republic of Uzbekistan “On Freedom of Conscience and Religious Organizations”.
In recent years, the ongoing radical reforms in all spheres of the social and political life of our country were introduced several years ago. The current agenda is to revise the norms that need to be adapted to modern requirements in many ways. Proceeding from this, the deputies decided to make changes and additions to this law.
Thus, the law reflects such norms as clarification of certain religious terminologies that are unclear in the application of the legislation, ensuring guarantees for the activities of religious organizations by securing the basic rights and obligations of religious organizations, simplifying the registration procedure, consolidating the legal framework for refusing to register a religious organization, determining authorized state bodies, the procedure for the liquidation of a religious organization, notification of planned activities of a religious organization, as well as the implementation of activities in the production, import and distribution of materials of religious content.
In the process of finalizing the draft law, the deputies carefully studied the proposals received from the public and integrated most of them into the norms of the draft.
The project also defines the registration of a religious organization through an electronic system. This will be an important factor in preventing unnecessary waste of time. It also clarifies the issue of registration of a religious organization created through reorganization, and clearly defines the procedures for its implementation.
At the same time, consideration of documents for registration of a religious organization is determined - within a month from the date of receipt of the appeal, for re-registration of a religious organization - within fifteen days from the date of receipt of the appeal. In addition, if the current law establishes the refusal to register a religious organization as a reference norm, then the new law clearly lists the grounds for refusing to register a religious organization.
According to the deputies, the adoption of the bill will serve to improve relations in the field of freedom of conscience and religious organizations, simplify the procedure for registration and re-registration of religious organizations by consolidating their basic rights and obligations.
After a long controversy, the draft law was adopted by the deputies.
