WB conducts public consultations in the framework of preparation of a new five-year partnership program with Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Online consultations started this week, within the framework of which the World Bank presented to the public a Comprehensive Diagnostic Study of the Economy of Uzbekistan. This analytical document is one of the main stages in the development of the Partnership Program between the WB and Uzbekistan for 2022-2026.
Online meetings held from 26 to 28 April with the participation of representatives of local authorities, makhallas, civil society, non-governmental organizations, leading universities and the expert community from different regions of the country were organized by the World Bank (WB) together with the Center for Economic Research and reforms (CERR) and the Center for Development Strategy. During the meetings, preliminary conclusions of the Comprehensive Diagnostic Study of the Economy of Uzbekistan (CDI) were presented.
CDI is an analytical document that the WB prepares for client countries, on average, every 4-5 years. It identifies the main barriers to their socio-economic development and opportunities to eradicate poverty and improve the welfare of society.
The CDI analyzes various aspects of the development of client countries, including those socio-economic spheres where the WB provides financial and advisory assistance to local governments.
The CDI is an important document for the WB, outlining the priority areas of cooperation with client countries in the coming years. Thus, the findings of the CDI on Uzbekistan will serve as a rationale for the provision of financial and advisory assistance to the government in the relevant socio-economic spheres, which the Bank will provide within the framework of the Partnership Program with the country for 2022-2026 that is currently being developed.
A report with the preliminary findings of the CDI has been presented to the attention of the public in Uzbekistan. It outlines four promising areas for the country's socio-economic development. Everyone can assess each of them, as well as express their opinions and suggestions in Uzbek, Russian and English, within the framework of online consultations. The WB conducts them from 26 April to 10 May 2021.
In the framework of online meetings this week, WB experts outlined four promising areas for the development of Uzbekistan in the coming years, identified on the basis of an analysis of the situation within the framework of the CDI, and include:
• developing a dynamic and inclusive private sector;
• creation of effective and accountable to the public institutions;
• investment in people and development of human capital;
• transition to a more sustainable and environmentally friendly model of economic growth.
In the course of subsequent discussions, WB experts asked the audience to assist in the preparation of an up-to-date, timely and result-oriented CDI and answer the following questions:
• What reforms in Uzbekistan should be the highest priority for implementation in the next five years?
• Do they fit into the four promising areas of development mentioned in the CDI?
• What are the main challenges that might hinder the achievement of goals in each area?
“It is extremely important to establish feedback to take into account the views of all citizens living in all regions of the country. Their active participation in various social and political processes, including such online consultations, is an opportunity to contribute to the ongoing changes. Feedback and recommendations from participants in the online meetings and online consultations organized by us on the World Bank website will allow the authors of the CDI to make sure that their conclusions are correct, as well as to make the necessary changes in the study, taking into account the interests of various groups of our society,” said Umid Abidkhodjaev, Deputy Director of CERR.
According to him, this analytical work, supported by public participation, will contribute to the preparation of a more effective program of cooperation between the World Bank and Uzbekistan in 2022-2026, aimed, among other things, at helping the government to reduce the level of poverty of the population, stimulate the growth of the private sector, and also expanding citizens' access to education, medicine, social protection and other public services.
