Yakkasaray interdistrict court on civil cases hosted international delegation

Tashkent, Uzbekistan (UzDaily.com) -- An official delegation, consisting of Mr. George Deikun, United States Agency for International Development (USAID) Central Asia Regional Mission Director, and Mr. Stefan Priesner, UNDP Resident Representative in Uzbekistan visited Yakkasaray interdistrict court on civil cases in Tashkent city, to observe the progress in scale-up of E-SUD e-justice system.
The guests were hosted by Fayzulla Abduazimov, Deputy Chairman of the Supreme Court of the Republic of Uzbekistan. Over the course of the visit, the guest had the opportunity to first-hand observe the workflow of E-SUD e-justice system, including such crucial steps as registration process of the incoming case files by the court’s Registry office, further distribution of cases and appointment of the responsible judge, as well as the issuance of court order.
Yakkasaray interdistrict court on civil cases is among the five courts on civil cases of Tashkent city, that have launched the E-SUD e-justice system’s module in issuing court orders (related to undisputed claims), with the support of the “Rule of Law Partnership in Uzbekistan” joint project of the Supreme Court of the Republic of Uzbekistan, the United States Agency for International Development (USAID) and the United Nations Development Programme. In order to connect the court to E-SUD e-justice system, the joint project provided the court with local area network, installed necessary computer and office equipment, and set up information terminal for court visitors. The judges and registry personnel underwent on the job E-SUD user trainings to improve their skills and abilities in utilizing the information system based on the developed E-SUD user handbook for various user groups, and located on the E-SUD web-portal.
Personnel of utility companies and tax inspections of Sergeli and Yakkasaray districts have also undergone user trainings for external users of E-SUD system. In fact, they highlight that the system allows to reduce the number of visits to the courthouse and enables on-line tracking of the case status through their personal profiles. In addition, the system also encourages the external users to provide accurate and complete sets of supporting documents.
In fact, since the launch of the system in the beginning of January 2016, Yakkasaray interdistrict court on civil cases processed 1072 applications in electronic form received through the E-SUD e-justice system, out of which 747 were satisfied and court orders issued. In the meantime, judges point out a number of advantages of the system, including significant time savings in the preparation of judicial acts, and the reduction of paperwork. The judges also continuously provide their recommendations in terms of improvement of the system.
The national information system of electronic proceedings E-SUD serves to automate the civil proceedings, as well as to improve public awareness about the activity of the courts. E-SUD allows citizens to file cases to courts on-line from anywhere and anytime. The system allows tracking of all developments and updates on the submitted cases, allowing receipt of case related information, including court’s determinations and decisions by court users in an electronic form. Therefore, the system allows citizens to reduce time and costs of justice.
E-SUD e-justice system was developed by the Supreme Court of the Republic of Uzbekistan under the support of the United Nations Development Programme in 2013. Since 2015, the “Rule of Law Partnership in Uzbekistan” joint project has been scaling-up the existing system for first instance civil courts, and developing additional modules of the system for appeal/cassation and supervisory courts.
Simultaneously, the joint project is developing a mechanism of the alignment of the E-SUD e-justice system with information systems of other government agencies, in order to ensure effective data and information exchange in the future.
