Uzbekistan legalizes video surveillance on roads

Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan introduced administrative responsibility for violation of traffic rules, recorded with special automated technical photo and video recording tools.
President of Uzbekistan Islam Karimov signed a law “On introduction of changes and amendments to some legislative acts of Uzbekistan”, which introduced changes to the Code of administrative responsibility.
Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 29 July 2015 and the Senate approved it on 6 August 2015. The amendments came into force on 11 August 2015.
According to the amendments, if the special automated technical photo and video recording tools record violation of traffic rules, the owner of the vehicle will be attracted to administrative responsibility.
The amendments clarified that if the vehicle is owned by legal entities, they will be attracted to administrative responsibility for violation of traffic rules.
The owner will not be responsible for those violations, when the identity of the violator is determined or the vehicle was stolen.
The Code now also includes norm, in line with if the special video and photo surveillance system records violation of traffic rule, a protocol of administrative violation is not registered.
The resolution on fining for violation of the traffic rules, recorded with special tools, will be issued without presence of the violator. The protocol is registered in electronic form and it has legal force.
The copy of protocol with evidences are sent to the violator via mail within three days after issuing of the resolution, the document said.
The fine for violation of traffic rules should be paid within 60 days. If the protest lodged against the resolution, the fine should be paid within 30 days after notification issued on suspension of complaint or protest without satisfaction.
The amendments also envisages fines for hiding number plates of cars with various objects and layers, which will hinder to recognition of cars. The size of fine is from 1 to 3 sizes of minimal salary and for officials – from 3 to 5 sizes of minimal salary with confiscation of these devices.
