Improving RIA implementation in Uzbekistan discussed

Tashkent, Uzbekistan (UzDaily.com) -- The Institute for Monitoring of Current Legislation (IMCL) under the President of the Republic of Uzbekistan in cooperation with the UNDP in Uzbekistan held the workshop to discuss issues of further improving regulatory impact assessment (RIA) in Uzbekistan.
The workshop was in Tashkent city. It put together representatives of IMCL, Senate and Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan, ministries and agencies, and academia, as well as international organizations, as well as foreign experts. The event was aimed at discussing current state, problems and measures on further improving RIA in Uzbekistan, familiarizing with the best practices in foreign states and developing recommendations for further institutional development in this direction.
The RIA is currently actively used in foreign state as one of effective methods of determining positive and negative impacts of the legislative acts to avoid excessive expenses of businesses, civil society, etc.
Farrukh Muhamedov, director of IMCL, said that the Uzbek leader put a task to ensure adoption of the laws of direct implementation, codification of legislation and introduction of wide discussion of the draft laws and other legal documents at various levels of the government and civil society with participation of specialists and experts.
Public discussion is one of important elements of the RIA. Uzbekistan introduced a mechanism on discussion of the draft legal acts at the Single State Interactive Services Portal in December 2014 in order to improve adopted the legislative acts.
Farid Karahanov, UNDP Deputy Resident Representative, said that efficiency and quality of state regulation is one of key factors for success of implemented social-economic reforms. He said that it is necessary to determine systemized approach, which will allow state bodies at all levels to ensure high quality of law-making process. He noted efforts of Uzbekistan on improving regulatory policy and work on creation of efficient, transparent and responsive system of state governance at central and local levels.
The participants familiarized with main principles and methodologies of RIA use, as well as mechanisms of discussion of the draft laws at my.gov.uz.
The foreign experts share the best practices of RIA use in the world on examples of the EU states and South Korea. The participants also discussed on key aspects of further improving law-making process in Uzbekistan.
At the event, the recommendation on further improving methodology of the RIA and holding joint researches on introduction of international standards in law-making process in Uzbekistan were developed.
