Effective parliamentary control – a key element of democracy

Tashkent, Uzbekistan (UzDaily.com) -- The President of the Republic of Uzbekistan Islam Karimov in his statement at joint session of the Legislative Chamber and Senate of Oliy Majlis of the Republic of Uzbekistan on January 23, 2015 emphasized that the work of both houses of the Parliament should be built on a qualitatively new basis on the conduct of parliamentary control of the activities of government bodies, unconditional execution of passed laws, and the most important national programs of socio-economic and socio-political development.
The workshop “International practices on exercising parliamentary control over executive state bodies and improvement of the activities of representative state bodies of Uzbekistan in this sphere” was dedicated to discussion of issues regarding the improvement of efficiency of parliamentary control.
The event was organized by the Committee on Foreign Relations of the Senate of Oliy Majlis of the Republic of Uzbekistan in partnership with the Academy of Public Administration under the President of Uzbekistan and United Nations Development Programme in Uzbekistan.
The participants noted that the successive transformation taking place in Uzbekistan on further deepening of democratic reforms and development of civil society has produced notable results in social and political life of the country. They highlighted the significance of changes and amendments to the Constitution of the Republic of Uzbekistan, aimed at further democratizing public administration, broadening the role of houses of Oliy Majlis in state bodies system, their rights and powers in implementing strategic tasks of domestic and foreign policy, strengthening the functions of the parliament and representatives of local authorities to oversight the activities of executive bodies.
The workshop showcased international experience on parliamentary control, discussed the issues of further improvement of legal mechanisms of parliamentary and deputy control, enhancement of the activity of local Kengashes of people’s deputies and their standing committees.
“The parliamentary control function is one of the cornerstones of democracy. The robust scrutiny of the executive by the parliament is an indicator of good governance. In many countries the parliament is given power to oversee the government through an effective set of tools and mechanisms at its disposal which include: questions to ministers (oral and written), formal hearings, votes of no confidence and others”, - said Stefan Priesner, UNDP Resident Representative in Uzbekistan. “UNDP stands ready to share its worldwide expertise and advanced knowledge to further support measures aimed at strengthening parliamentary control issues in Uzbekistan and looks forward to continue collaboration with Uzbek Parliament in this sphere”.
The workshop attendees heard the presentations of the senators and deputies of Oliy Majlis, representatives of the Academy of Public Administration and UNDP on international and national practices of parliamentary control execution. In particular, the topics of presentations included:
- international experience on exercising parliament control: theory and practice;
- parliamentary control practice of Oliy Majlis of Uzbekistan: issues and solutions;
- deputy control of local Kengashes of people’s deputies: national and international experience;
- exercising parliamentary control over effective and targeted use of budget sources, social and economic development and sustainable development: international experience;
- practices on exercising parliamentary control by Legislative Chamber of Oliy Majlis of Uzbekistan.
The presentations explored the best practices on parliamentary control of the USA, UK, Germany, France, Japan and other developed democratic states, forms and methods of an effective parliamentary control over the activities of state bodies to ensure unconditional execution of laws and state programs of social and economic development.
In the end, the participants made corresponding recommendations to further enhance the efficiency of parliamentary control practices, as well as to improve the work of local Kengashes of people’s deputies in this sphere.
The workshop was attended by the members of the Senate and Deputies of the Legislative Chamber of Oliy Majlis, chairpersons of standing commissions of local Kengashes of people’s deputies, relevant ministries and agencies, Academy of Public Administration and Institute for Monitoring of Current Legislation under the President of the Republic of Uzbekistan, representatives of UNDP in Uzbekistan, and Media.
