MPs consider several draft laws

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 6 November to discuss several draft laws.
MPs considered a draft law on introduction of changes and amendments to legislative acts in connection with adoption of the law “On conformity assessment” in the second reading, the press service of the Legislative Chamber said.
The document was developed to ensure single use of terms and legal norms of legislation, avoid wrong interpretation of the legislation, etc. The amendments will be introduced to laws “On metrology” and “On certification of products and services”.
MPs also considered a draft law on introduction of changes and amendments to some legislative acts, developed to execute presidential decree from 7 April 2014 “On additional measures on further improving investment climate and business environment in Uzbekistan”.
The document sets terms of entering into force of the legislative acts, which makes doing business more difficult and putting additional liabilities and responsibilities to businesses. In line with amendments, such acts will come into force after three months from the day of publication.
The state bodies should ensure that business entities will familiarize with legislative acts, documents, decisions and other materials, which touches their rights and interests. The documents should be published at official websites of the state bodies and mass media.
MPs also considered a draft law directed at developing entrepreneurship, creating favourable conditions for doing businesses. The draft law on introducing changes and amendments to some legislative acts, which was developed to execute presidential resolution “On measures on further improving procedure, related to conducting business activities and providing state services” from 15 April 2014.
The document envisages measures on further improving system of issuing licenses and permissions to business entities.
MPs also discussed a draft law “On introduction of changes and amendments to Civil Procedural Code of Uzbekistan” in the first reading, which was introduced by Supreme Court as legislative initiative.
It was said that adoption of the law will help to protect rights of participants of civil legal proceedings, set firm framework for procedural actions, further implementation of principle of equality and competitiveness at court hearings, etc.
MPs considered the draft law on introduction of changes and amendments to some legislative acts in connection with further improvement of organizational-legal bases for operation of NGOs.
The document is directed at further improving and simplifying of procedures directed at creation and organization of activities of NGOs. The document amends laws “On public unions in Uzbekistan”, “On non-governmental and non-commercial organizations”, Civil and Tax Codes.
Legislative Chamber also discussed a draft law on introduction of changes and amendments to some legislative acts in connection with adoption of main directions of tax and budget policy for 2015.
It was noted that the document will help to boost activities of businesses. For example, the small companies can increase number of employees by 50% if they hire graduates of colleges. The document sets that businesses submit tax reports in electronic form.
It was underlined that the document will allow to create new job places. It also sets minimal base size of pension. It also simplified tax administration.
After the discussions, the MPs passed the document and directed to consideration of the Senate of Uzbekistan.
