Strengthening role of mahalla in social-economic life of Uzbekistan discussed

Tashkent, Uzbekistan (UzDaily.com) -- Public Fund for supporting and developing independent mass media and information agencies of Uzbekistan organized a seminar “Issues of further strengthening role of mahallas in social-economic life of the country” in Tashkent on 27-28 May 2014.
Representatives of Ministry of Interior Affairs, Ministry of Public Education, Independent Institute for monitoring of formation of civil society, Chamber of Commerce and Industry of Uzbekistan, Uzbekistan’s Women Committee, Mahalla Foundations, experts and others attended the event.
The seminar was aimed at improving activities of journalists in covering activities of the citizens’ self-governing bodies, boosting role of mahalla in developing small businesses, rendering social support to population, etc.
Currently, there are over 10,000 citizens’ self-governing bodies in Uzbekistan. They have over 30 functions, which earlier were related to the authorities of the state bodies.
It was underlined that mahalla is a foundation for formation of strong civil society in Uzbekistan and gradual measures adopted to strengthen and develop activities of mahallas.
Mahalla institute received an official status during independence years as laws “On bodies of self-governance of citizens” and “On election of chairpersons (aksakals) of the citizens gatherings and their advisors” were adopted.
At the seminar, the participants considered new authorities of the citizens’ self-governing bodies, which were introduced into legislation of Uzbekistan. It was said that mahallas are closely cooperating with the state, NGOs and people to solve social-economic problems in places. The participants familiarized with main functions of mahallas.
At the event, the participants underlined that it is necessary to improve responsibility of officials and strengthen control over execution of social partnership. The attendees considered issues of establishment of social partnership between citizens’ self-governing bodies and state bodies in places and improving works of journalists in coverage of the activities of mahallas.
During two days, the journalists had chance to improve their knowledge on legislation on citizens’ self-governing bodies, latest trends in the sphere, etc.
