Political parties should offer candidacy of PM – Uzbek leader
Tashkent, Uzbekistan (UzDaily.com) -- Speaking at the joint session of the Legislative Chamber and Senate of Oliy Majlis of Uzbekistan on 12 November 2010, President of Uzbekistan Islam Karimov stated that political parties should nominate candidacy of the countries Prime Minister.

The Uzbek leader proposed to introduce changes to article 98 of the Constitution of Uzbekistan.

He said that the candidacy of Prime Minister of Uzbekistan should be offered by political, which won the most seats in Legislative Chamber, or several political parties, which claimed equal seats in the lower house of parliament.

“President of Uzbekistan, after reviewing presented candidacy to the post of Prime Minister, will submit nominee to review and approval of both chamber of Oliy Majlis of Uzbekistan within ten days,” he said.

He said that the candidacy of Prime Minister will be approved if the candidate receives over half of MPs and Senators votes.

At the same time, the Uzbek leader said that members of the Cabinet of Ministers will be approved by the President of Uzbekistan after the Prime Minister’s introduction.

President of Uzbekistan also proposed to introduce norm to Constitution, which would allow MPs to announce vote of confidence against Prime Minister. He said that if there are contradictions between Prime Minister and Legislative Chamber, Legislative Chamber can submit official proposal on vote of confidence against Prime Minister and the issue will be considered at the joint session of the chambers of the parliament. He said that at the same time, MPs of Legislative Chamber should collect one-third of votes to call vote of confidence to Prime Minister.

Vote of confidence against Prime Minister will be accepted if two-third of MPs of Legislative chamber and members of Senate of Oliy Majlis supports the decision, Islam Karimov said.

He added that in that case, the President of Uzbekistan adopts decision on resignation of Prime Minister from his post. At the same time, all members of the Cabinet of Ministers will resign together with Prime Minister.

Islam Karimov underlined that President of Uzbekistan submits new nominee for the Prime Minister for consideration and approval of parliament’s both chambers after consultations with all fractions of political parties, represented at the Legislative Chamber of Oliy Majlis.

The Uzbek leader said that if Oliy Majlis rejects candidacy of Prime Ministry twice, Uzbek President will appoint acting Prime Minister and dissolves Oliy Majlis of Uzbekistan.

President Islam Karimov said that these changes and amendments to article 98 of Constitution will introduce new norms, which will adhere to democratic principles. It also excludes right of the President of Uzbekistan to adopt decision on issues related to jurisdiction of the Cabinet of Ministers.
