The event was organized by The State Committee of Republic of Uzbekistan on de-monopolization, support of competition and entrepreneurship, Chamber of commerce and industry of the Republic of Uzbekistan, municipality of Jizzakh region, International Finance Corporation (IFC) and UNDP Project “Business Forum of Uzbekistan”.
The event was organized within the framework of activities on implementing the Regulatory impact assessment system (RIA), which is being conducted in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan #281 “About the measures on implementing regulatory impact assessment system” dated December 26, 2008.
According to international practice, the RIA is one of the most effective mechanisms of improving the elaboration, adoption and implementation monitoring of the legislative acts, which directly affects the interests of entrepreneurs. The implementation of current system allows to increase the quality of the legislative initiatives. One of the key instruments of the RIA is carrying out consultancies with the entrepreneurs and other stakeholders, which allows to take into account their interests in the process of adopting and executing legislative acts, as well as to quality assessment of legislative acts adoption effect on business environment, citizens of the country and etc.
The aim of held meeting was in organizing discussions about existing problems in the sphere of obtaining various permissions for organizing and doing entrepreneurship activities, as well as in identifying the possible reasons of these problems and in developing the exact recommendation on resolving them. In particular, there were considered such issues as obtaining permissions for parcellation, conducting building and assembly activities and connecting to communication and communal utilities.
The representatives of state organizations, Chamber of commerce and Industry of the Republic of Uzbekistan, Jizzakh regional and district municipalities, regional branches of State demonopolization committee, State Architect-construction Committee, State tax committee and private sector has participated in the meeting.
During the discussions the representatives of IFC and UNDP Project “Business Forum of Uzbekistan” made presentations on themes “RIA - as the contemporary mechanism of elaboration, adoption and execution controlling of legislative acts” and “Main permission procedures: problems and solutions”. There were mentioned problems, which are related with passing various permission procedures, including but not limited to, too lengthy time spent for considering and making decisions, the difficulties in connecting to communication and communal utilities, high expenses of passing architecture and building documentations’ examination and etc.
The participants had an opportunity to exchange the opinions and share with their sounding recommendation on improving the legislation in the sphere of issuing permissions to entrepreneurs. Obtained results will be taken into account in the process of elaboration of legislative act projects on improving regulations of permissions procedures.
