Parliamentarians of the Commonwealth countries propose to introduce an article on liability for financing terrorism into the model Criminal Code

Tashkent, Uzbekistan (UzDaily.com) -- The Joint Commission under the CIS IPA on harmonization of legislation in the field of security and countering new challenges and threats considered a number of draft laws in its field. The meeting was chaired by Chairman of the Commission, member of the Defense Committee of the State Duma of the Federal Assembly of the Russian Federation Viktor Zavarzin, the press service of the CIS Executive Committee reports.

The Commission considered and approved the draft model law "On Public Security". The document was developed by the CIS Antiterrorist Center. Today, there are no universally recognized definitions of public security in the legal field of the CIS, which gives rise to contradictions in the interpretation of this concept and related terms and prevents the entry into force of relevant international treaties. The project under development fills this gap.

The experts also approved Recommendations on improving legal regulation in the field of suppression of illegal activities in the waters of the Commonwealth countries. Under such activities, the developers understand the use of water areas by terrorists, drug trafficking, border conflicts, illegal migration, violation of environmental protection rules, illegal extraction of aquatic biological resources.

Members of the Commission heard information about the development of the draft Recommendations on improving the legal regulation of the activities of the border agencies of the CIS countries in the field of countering terrorism. The document was approved by experts.

Today, a meeting of the IPA CIS Permanent Commission on Defense and Security was held.

Parliamentarians approved the draft Amendments to the model Criminal Code for the CIS member states, in the part relating to liability for financing terrorism. The document provides for the separation of the rule on responsibility for this crime in a separate article, in a wording that complies with the standards of the Financial Action Task Force on Money Laundering (FATF). The amendments are adopted to develop common approaches in the field of combating the financing of terrorism.

The members of the commission also approved the Recommendations for the CIS member states on the prevention and suppression of violations in the field of information and communication technologies.

The Commission decided to ask the IPA CIS Council to submit draft documents for consideration by the Assembly.

It was decided to send the drafts of the model law “On Public Security” and Recommendations on Improving Legal Regulation in the Sphere of Suppression of Illegal Activities in the Water Areas of the CIS Member States for Expert Review to the Parliaments of the IPA CIS Member States.

Members of the Standing Committee began work on the draft concept of a new version of the model law "On mobilization training and mobilization." The document is intended to regulate the rights, duties and responsibilities of the authorities, relevant management bodies in the field of mobilization training and mobilization.

Considering the issue “On the results of the work of the IPA CIS Permanent Commission on Defense and Security in 2022”, the members of the commission agreed that the main task in 2023 is to carry out the activities envisaged by the interstate programs of cooperation between the CIS states in the field of security. The main activity of the parliamentarians will be stepping up efforts to create a harmonized legal space to counter modern security challenges and threats.

At the meeting of the joint commission with the medal “IPA CIS. 30 Years” was awarded to Aleksey Ageev, head of the legal support group of the CIS Antiterrorist Center, and Oleg Goncharov, representative of the Coordinating Service of the Council of Commanders of the Border Troops. Memorial sign “IPA CIS. 30 Years” was awarded to Andrey Kuznetsov, a representative of the Bureau for Coordinating the Fight against Organized Crime and Other Types of Dangerous Crime in the CIS.

The meetings of the commissions were attended by representatives of the parliaments of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, the developers of draft model acts and experts.
