Tashkent, Uzbekistan (UzDaily.com) — During a press conference at the Agency for Information and Mass Communications, Uzbekistan’s Minister of Culture, Ozodbek Nazarbekov, addressed claims questioning the necessity of the Ministry of Culture and government regulation in the cultural sphere.
The minister likened culture to a bird that must be held to prevent it from flying away.
"It is important to understand the roots of your question. They trace back to America. Have I explained myself clearly? Dear colleagues, follow the path of your parents and ancestors, and such questions will not arise," Nazarbekov stated.
He emphasized that completely opening the cultural sphere without any restrictions would not be beneficial and could lead to destructive consequences.
"Culture is like a bird that must be controlled. Fully opening this sphere may bring more harm than good. Look at the world—you are educated people," the minister added.
At the same time, Nazarbekov stressed that he opposes bans but believes that creative freedom requires an appropriate level of intelligence.
"When people are given freedom, creative individuals can sometimes destroy and harm. This does not mean that freedom should not be granted. I am categorically against prohibitions. But the intellect of free individuals must match their freedom.
They should not commit crimes, even within four walls. When we reach such a level, we will, if necessary, compel freedom. Even if someone says, ‘No, I don’t want to be free,’ we will respond: ‘You must live freely.’ However, it cannot be said that society as a whole is ready for this today. Let us reflect on this question from the perspective of our conscience," concluded Ozodbek Nazarbekov.
