Tashkent, Uzbekistan (UzDaily.com) -- Government resolution adopted the regulations on the procedure for implementing the Obod Qishloq and Obod Mahalla programs through proactive budgeting processes based on public opinion.

According to the Regulations, based on public opinion, a package of projects for mahallas (villages) is formed, and mahallas (villages) are determined as winners.

Within the framework of the programs, the process of forming events based on public opinion and voting for them is carried out - annually in November-December (as an exception, for 2023 - in May 2023).

The processes are organized in 3 stages:

At the 1st stage - a package of projects is formed on the portal;

At the 2nd stage - the generated package of projects is sorted;

At the 3rd stage - on the packages of projects that have passed the qualifying stage, a vote is held.

The winning mahallas (villages) are determined in one of the following ways, which is announced to the public before the start of voting:

based on the number of votes cast for a package of projects;

based on the number of votes cast for a package of projects, applying an adjustment factor for sparsely populated mahallas (villages).

According to the voting results, the winner is the package of projects with the highest performance within the funds generated in the fund for each district (city).

At the same time, a package of projects must receive at least 100 votes to be considered the winner.

Within 3 days after the completion of voting, an address list is formed for the implementation of a package of projects recognized as winners, and an appropriate decision is made by the Special Commission of the district (city) regarding the use of the fund’s resources.

The khokimiyat of the district (city) within 3 days transfers the funds provided for by the address list of projects.

Based on the results of the work, citizens are annually encouraged to take an active part in the processes related to the formation of projects based on public opinion.
