Number of planned tax inspections in Uzbekistan decreases by 67%
Tashkent, Uzbekistan (UzDaily.com) -- Number of planned tax inspections in Uzbekistan fell by 67% in last five years, the Deputy Chairperson of the State Tax Committee of Uzbekistan Erkin Gadoev said in his article, published at the official website of the committee.

In order to create favorable climate for development of entrepreneurship, the government of Uzbekistan regularly conducts work on cardinally decreasing interference of state and controlling bodies to financial-economic activities of the enterprise, further improving system of organization of inspections and strengthening responsibility of officials for ungrounded interference to their activities, he said.

In his article he said that recent presidential decree “On further measures of decreasing inspection and improving system of organization of control over businesses entities” play important role in this direction.

He wrote that newly created small businesses will not undergo planned tax inspection within three years from their date of registration (except enterprises, which produce goods, which levied with excise taxes and targeted use of budget and centralizes resources).

Gadoev said that earlier newly created small firms were not inspected within two years from their date of registration. He said now this term makes three years, which will help them to focus on development of their business and position in the market.

The decree also set that small businesses, which pay taxes and mandatory payments in time and ensure sustainable growth and profitability, will not be inspected by tax bodies from 1 April 2011 to 1 April 2014.

The decree also set that inspection bodies should complete inspection within 30 days, allocated by the legislation.

The laws were amended to set list of documents, which are required for inspection, as well as foundation for start and end of inspection, he said.

Working body of National Council on Coordination and control over controlling bodies regularly controls over implementation of these norms.

He said that in line with the presidential decree, financial activities of small businesses and payment of taxes for 2009-2011 were analyzed before including them to list of planned inspections for 2012.

In the result, 890 businesses entities, which were offered for inspection, were not included to the list. He said that only 1.07% of total businesses in Uzbekistan will be inspected in 2012. He said that in 98.6% of the enterprises were included to the list, because office control showed that they decreased taxation base in submitting reports and 98.4% - those enterprises, which did not pay taxes and mandatory payments in time.

The 2012 plan also included enterprises, which were created three years ago and was not inspected at all, and 20% of enterprises are those, which were not inspected for last five years, he said.

Gadoev noted that State Tax Committee announces list of enterprises, which will undergo inspection, on its official website (www.soliq.uz). He said that any business entity can receive information on terms of inspection and controlling body, which will conduct inspection, with interactive service on the website.
