New waste sorting rules considered in Tashkent
Tashkent, Uzbekistan (UzDaily.com) -- Ecologic Movement of Uzbekistan in cooperation with its MPs’ Group at Legislative Chamber of Oliy Majlis of Uzbekistan, Committee on ecologic and environment of the Legislative Committee and Tashkent city administration organized a roundtable titled “Actual issues of collection and processing waste and regional trans-boundary ecologic problems”.

The meeting was organized to propaganda and explain resolution of Tashkent city Council of People’s Deputies, which is directed at improving sanitary-epidemiologic situation in Tashkent city and keep cleanness of territories. The resolution approved rules of sorting, collecting and transporting of waste in Tashkent city.

The event was attended by MPs of Legislative Chamber and Tashkent city Council of People’s Deputies, ministries and departments, NGOs, public funds, etc.

It was noted that Tashkent became megapolis and number of citizens is increasing along with the volume of garbage. It was said that ecology of the city should be improved through introduction of modern waste management system. In connection with this, the Tashkent city Council of People’s Deputies adopted a resolution “On additional measures directed at improving sanitary-epidemiologic situation in Tashkent city and keeping cleanness of territories”. The document is directed at preventing impact of waste to ecology and health of people through introduction of modern system of sorting and collecting waste.

The resolution approved rules of sorting, collecting and transporting of waste in Tashkent city, which came into force on 1 August 2012.

At the roundtable, the participants discussed mechanism of introduction of new rules. All enterprises, organizations, self-governing bodies, citizens and guests of the capital should meet requirements of the rules.

The resolution determines obligation of legal entities in sorting and collecting waste in set places and timely organization of their transportation. Legal entities should also sort waste and place them to special colored packages.

The meeting said that blue packages will be used for plastic waste, white – for paper products, yellow – for food products and black – for other waste. Special containers will be used for utilization of products with mercury.

It was said that the new system will improve sanitary-epidemiology safety in Tashkent, environment and protect health of people, as well as improve system on waste processing.

It was stated that Uzbekistan implements systematic ecologic policy and re-equips production capacities with new technologies. In the result, the emission to atmosphere was cut by 1.9 times and sewage – by 2 times.

Researches show that production and consumer waste makes up about 100 million tonnes a year, of which 35 million tonnes are household waste. Scholars noted that currently 20 tonnes of various raw materials are needed to meet demand of one person in food, clothes and conditions of life. Only 5-10% of them are processed to ready products and other 90-95% became waste. At the same time, some part of ready products also became waste.

It was noted that 35 million cubic meters of waste annually transported to dumps. According to calculations, some 360,000 tonnes from 1 million tonnes of waste are food products, 55,000 – textile products, 45,000 – plastic goods and others.

International experience shows that waste processing create opportunity to develop new production sectors.

At the end of the roundtable, participants developed recommendations on agitation of new rules among population and guests of Tashkent city.
