New stage of development of civil society institutes in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan created new conditions for further independent development of civil society, social partnership among NGOs and state bodies, active participation of NGOs in implementation of social programmes in places, in adoption of decision in state and public construction.

This was discussed at the international conference in Uzbekistan, which was attended by local and foreign experts. Experts said that concept of further deepening democratic reforms and formation of civil society in Uzbekistan, proposed by the Uzbek President at joint session of parliament on 12 November 2010, serves as impulse for further independent development of civil society.

Representatives of the USA, Great Britain, Germany, Japan, Italy, Singapore and Ukraine, international organizations and diplomatic missions in Tashkent, civil society and members of Senate and Legislative Chamber participated at the event.

President of German-Uzbek Friendship Society Wolfgang Schreiber said that mahalla is unique institute. People express their ideas, wishes and interests through mahalla. He said that mahalla is the first step in transition to civil society. He added that after speech of the Uzbek leader role of mahallas and political parties will be increased.

Director of studying problems of civil society (Ukraine) Vitaliy Kulik said the Uzbek leader called to turn mahalla into center of social support of population, development of private and family business, as well as tool for control over state bodies.

He also praised internal grant allocation, when the government sponsors various social projects. He said western organizations are main sponsors in former Soviet States, but the government should play key role in this area.

Doctor of Political Science of Kansas University (USA) Omalicheva said transparency is vital not only for Uzbekistan. Public control in Uzbekistan will provide instruments for control over state bodies and that will provide interest to people, which will strengthen civil society.

Vardjakova, expert of Cambridge Forum on Central Asia (Great Britian) said that transparency will not provide access to all information as there are secret documents. Public control will only work when representatives of various NGOs are informed about activity of the government and have access to them.

She underlined that mass media also play key role in this process as they cover developments in the government and the state.

Expert said that social partnership is one of aspects of civil society development. She added that civil institutes should participate in implementation of social programmes in placed and adopt important decisions.
