New requirements and penalties have been established for deputies and senators.

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a law on 2 July introducing new requirements and penalties for deputies of the Legislative Chamber and members of the Senate of the Oliy Majlis.

The Legislative Chamber of the Oliy Majlis of Uzbekistan approved the amendments on 11 June, and the Senate endorsed them on 22 June.

According to the changes, the mandates of deputies and senators will be terminated prematurely if, while serving in the Senate on a permanent basis, they engage in other forms of paid activity (except scientific, creative, and educational) after receiving a warning about the inadmissibility of such activities.

Mandates will also be terminated if they fail to participate without valid reasons for 30 or more working days in a calendar year in the activities of the chamber, political party faction, committee, or commission to which they were elected. In such cases, their mandates will be terminated by decision of the Legislative Chamber or the Senate.

Mandates will also be terminated upon obtaining permanent residency in a foreign state or another document confirming the right to permanent residence in the territory of a foreign state.

The departure of a deputy elected from a party list from membership in the political party that nominated them as a candidate for deputy is also grounds for revoking their mandate.

In the event of an absence of 30 days, the chambers of parliament themselves decide on the recall, whereas previously this process involved voting by electors. In other cases, the revocation of mandates will continue to be decided through voting among electors.

The law also stipulates the obligation of deputies to participate in faction meetings of political parties to which they belong.

Rules of ethics for deputies and senators are approved by resolution of the Legislative Chamber and the Senate. In case of violations of these rules, a question about conduct may be considered by the respective chamber or its ethics committee (kenqash of deputies if it concerns a deputy of the kenqash).

For violations of ethics rules, deputies and senators may face various measures. Firstly, they may receive a warning indicating the inadmissibility of further violations.

Secondly, they may be required to publicly apologize during sessions of the Legislative Chamber, the Senate, or in committees and commissions to which they were elected. Additionally, the fact of the violation may be announced during a chamber session.

Furthermore, for senators working on a permanent basis, a portion of their salary may be withheld. The most serious measure of influence is the early termination of the mandate of a deputy or senator.

If a senator working on a permanent basis fails to participate in the sessions of the respective chamber, the political party faction, or in the work of committees and commissions without valid reasons, their daily salary rate will be deducted for each case of non-participation.

Temporary incapacity, business trips, leave, or other reasons notified in advance by the deputy or senator are considered valid reasons for non-participation.

Systematic failure to fulfill obligations stipulated by legislation without valid reasons, including ignoring assignments from the kenqash of deputies, the Legislative Chamber, the Senate, and their bodies, is also grounds for recalling a deputy or senator.
