The event was organized by Fund Forum, Center for Youth Initiatives “Kelajak Ovozi”, Center for Political Researches, Ministry of Higher and Secondary Special Education, and the UNDP. The event is a debate tournament. The event is aimed at attracting attention to actual youth problems and developing mechanisms on solving them.

National Discussion Forum “Dilema” will be held in Russian, Uzbek and English leagues. The qualification rounds were held in all regions of Uzbekistan from 26 March to 24 April 2012. The final will be held in Tashkent on 16 November.

Fourteen teams will participate in qualification round on 11-15 November, which will comprise of four stages. Only eight teams will advance to quarterfinals. Later four teams will qualify to semifinals. Only two teams will advance to finals.
