MTS almost reaches agreement on its return to Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Russia’s mobile communication operator MTS almost reached agreement with the Government of Uzbekistan on resumption of its services in Uzbekistan and can hand over part of its stake to local company, head of AFK Systema (owner of MTS) Vladimir Yevtushenkov said in Saint Petersburg.

He said that the company agreed all terms, excluding one issue, which is significant for the Russian firm, RIA Novosti reported. He said that the Uzbek side wants the Russian company to return to Uzbekistan. He added that if the agreement is reached, the company will resume its operations in Uzbekistan. Vladimir Yevtushenkov clarified that the unsolved issue is connected with radio frequencies.

Head of AFK Systema said that it will hand over part of its stakes in the company to the state owned company, but the Russian firm will keep control in the firm.

In July 2012, the wholly-owned subsidiary of MTS, Uzdunrobita, had its license withdrawn initially for 10 days and then permanently due to repeated and systematic major violations, with the way their cellular network was designed and noncompliance with the instructions of the controlling body. Later the license was withdrawn and local economic court supported the decision.

Several employees of Uzdunrobita were fined and sentenced for correctional works for schemes, created for receiving illegal income. Assets of the company were handed over to the government, but the court abolished decision and said the operator should pay US$600 million of fines and penalties.

Tashkent Economic Court recognized FE LLC Uzdunrobita, a 100% subsidiary of Russia’s MTS in Uzbekistan, as bankrupt on 22 April 2013.

Yevtushenkov said that the company will return to Uzbekistan with great pleasure as it is good market. He did not named dates for return of the operator into Uzbek market, saying the issue will be determined by the sides.
