MPs discuss budget process in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Committee on budget and economic reforms of the Legislative Chamber of Oliy Majlis in cooperation with the Ministry of Finance of Uzbekistan held a seminar titled “Budget process: national legislation and international experience” on 11 May 2012.

Representatives of interested ministries, departments, scholars and others participated at the event.

Participants noted that one of important directions of parliamentary control is to supervise execution of the State Budget of Uzbekistan. Budget process covers four directions: preparing draft budget, consideration and approval of the budget, execution of budget and control over its implementation, drafting report on budget execution and its approval. Each stage has its peculiarities.

At the seminar, the participants discussed norms, required to conducting measures on implementation of budget process in time. They noted that it is necessary to study norms on budget relations, determined at the law “On budget system” and law “On treasury execution of the State Budget”.

They also discussed tasks of MPs on conducting parliamentary country. In particular, they considered issues of conducting control over effective targeted use of budget resources. At the seminar, the participants considered international experience on budget processes and participation of MPs in formation and execution of budget.

It was underlined that national budget system includes measures on parliamentary control, which includes quarterly consideration of the State Budget execution, etc. They also discussed rational use of MPs’ authorities in consideration of the State Budget execution. It was underlined that it is necessary to boost work on eliminating shortages of bodies, which form budget, untargeted use of resources.
