MPs consider several draft laws in first reading
Tashkent, Uzbekistan (UzDaily.com) -- A session of Legislative Chamber of Oliy Majlis held a session on 19 April 2012 and discussed several draft laws directed at further improving legal base of reforming judicial-law system, liberalization of economy, social protection of population and mass media development.

MPs considered a draft law “On introduction of changes and amendments in some legislative acts of Uzbekistan in connection with further reforming judicial-legal system”, developed within the implementation of the Concept on further deepening democratic reforms and forming civil society in the country.

The draft law envisages introduction of changes and amendments to some articles of the law “On prosecutors”, “On courts” and Criminal-Procedural Code, Civil Procedural Code and Economic Procedural Code of Uzbekistan. In particular, the changes envisage that only courts can fire people from their duties and place persons to medical establishments during pre-trail process. The amendments also abolish right of courts to open criminal cases and now only prosecutors have right to announce bill of particulars.

MPs underlined that changes to the laws will strengthen judicial control at holding an inquest and preliminary trial, expand use of habeas corpus in criminal process, and help to strengthen guarantees protection of rights and freedoms of people in criminal process.

The Legislative Chamber discussed the law “On introduction of changes to the Law of Uzbekistan “On execution of judicial acts and acts on other bodies” in connection with introduction of the law “On realtor activities”, which puts into order issues of realizing arrested property.

The article 3 of the law sets that realtor activity is conducted by realtor organization in line with special license. The law sets that realtor organizations cannot conduct other activities.

The article 56 of the law “On execution of judicial acts and acts of other bodies” says that the exchanges realize cars, real estate, lands, uncompleted buildings, rights to long-term rent for intellectual property and others through auctions. But, the exchanges cannot realize real estate and rights to them as they cannot work as realtor activity.

In this connection draft law offers to introduce changes to articles 56 and 63 of the law, which envisage realization of arrested real estate via realtor organizations and arrested cars through special trade organizations.

Later, MPs discussed a draft project “On introduction of changes and amendments into some legislative acts of Uzbekistan”, which was developed in line with the presidential resolution “On forecast of main macroeconomic figures and parameters of the State Budget for 2012” and the presidential resolution “On providing additional tax benefits and preferences to further development of mass media”.

The document introduces changes and amendments to several laws and codes. The changes introduce changes to payment of labour based on their job and abolish value added taxes for delivery of mass media and book products.

MPs considered a draft law “On introduction of changes to article 249 of the Code of Uzbekistan on administrative responsibility”. Introduction of changes to article 249 of the Code is connected with harmonization of legal acts on activities of state anti-fire control bodies.

The changes set norms, which regulates activities of anti-fire bodies and rights of each responsible person at anti-fire bodies.

After discussions, MPs passed the law in the first reading.
