MPs consider several draft laws in first reading
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session to discuss several draft laws in the first reading on 20 January 2012.

In particular, MPs considered a draft law “On introduction of changes and amendments to the law of Uzbekistan “On insurance activity”, which was developed in connections with reforms in insurance market.

The draft law is directed at further improving regulation of activities of professional participants of insurance market, taking into account modern trends in development of economy and civil society, as well as international insurance practice.

The draft law “On introduction of changes to article 477 of the Civil Code of Uzbekistan” is directed at strengthening responsibility for non-fulfillment of agreements on uninterrupted supply of electricity and natural gas to business entities for production purposes. The document envisages that utility suppliers will compensate damages and lost profits from forced suspension of production. The studies showed that there are many facts of violation of agreement liabilities in this area in regions, which causes significant financial loss to businesses.

The draft law “On introduction of changes and amendments to Criminal Code of Uzbekistan and Administrative Responsibility Code of Uzbekistan” envisages criminal and administrative responsibility for importing or production of pornographic products, and materials and tools, advocating violence and cruelty. The document will allow to increase efficiency of measures on fighting morality violations and crimes, protecting children from access to information, which can harm their physical, psychological and moral development.

MPs also discussed a draft law “On protection of private property and guarantees of proprietors’ rights”, which sets guarantees for private proprietors. The document sets that right for private property is termless and it forbids to set ownership term.

It forbids obtrusion of unprofitable conditions to property owners, including demand to transfer property, financial resources or other property rights, infringement to activities of business entities. It also bans to review and abolish results of privatization and sets norm on inviolability of private property.

After the discussion, MPs approved the concepts of the considered documents and approved them in the first reading.

MPs also discussed a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan, which was developed in line with the presidential resolution “On measures on implementation of norms of the Convention Abolishing the Requirement for Legalisation for Foreign Public Documents (Hague, 5 October 1961)”.

The document introduces amendments to Civil Code, Law “On nongovernmental organizations”, Law “On public fund”, Tax Code of Uzbekistan. The amendments are directed at acknowledging documents with apostille in Uzbekistan along with legalized documents. The document was passed and directed to the Senate for consideration.

Legislative Chamber considered other issues, which related to its jurisdiction.
