The document was adopted to develop e-commerce for comprehensive development of economy of Uzbekistan, increase export potential of the country, support for business entities and create favourable conditions and prove preference for e-commerce participants, simplify procedures for exporting of goods, etc.

The resolution approved a programme for development of of electronic commerce in the Republic of Uzbekistan for 2018-2020.

The Uzbek leader also equalized electronic checks, receipts, messages, sms messages and other methods allowing to identify subject to paper payment documents.

The resolution said e-commerce companies can accept cash, but should send electronic checks with electronic POS-terminals and received cash should be directed to the banking account.

Producers of goods (services) during wholesale trade have the right to accept payments through corporate bank cards of business entities using payment terminals.

Export of goods (services) worth up to US$3,000, realized through electronic commerce, is carried out without entering information into the Single Electronic Information System of Foreign Trade Operations and clearance of cargo customs declaration, in accordance with the rules for the provision of postal services.

Virtual terminals (E-POS) are equated to similar cash registers and settlement terminals.

The business entities, participating in e-commerce, receive a number of privileges and preferences from 1 July 2018. Requirement for mandatory 15% advance payment from total value of goods (services) sold via e-commerce platform was abolished.

The resolution also allowed to sell medical products through electronic commerce if the sellers comply with storage and transportation safety rules.

Uzbekistan will also create National Register of Electronic Commerce Participants from 1 July 2018.

The registrar will include companies and individuals, which engaged in e-commerce, delivery of goods, storage of electronic documents and messages in electronic commerce, etc. The companies included to registrar will pay single tax payment at the rate of 2%.
