Measures to support exporting enterprises in digitalization approved

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has approved measures aimed at supporting exporting enterprises in the field of digitalization.

President Shavkat Mirziyoyev signed a decree titled "On Additional Measures to Support Enterprises Engaged in Export Activities in Digitalization."

According to the document, residents of the IT park are permitted to provide additional services.

In particular, as part of educational services in the information technology sector, training will be allowed not only in English but also in other foreign languages.

As part of activities related to the export of information services via the global information network (Business Process Outsourcing), educational activities on Business Process Outsourcing will also be permitted.

The export of Knowledge Process Outsourcing services to foreign states through the global information network will be allowed.

From 1 February 2025 to 1 January 2030, legal entities from countries that have not signed a Double Taxation Avoidance Agreement with Uzbekistan will be exempt from profit tax until the end of the calendar year if the volume of their exported IT services provided to residents of the IT park exceeds US$10 million.

From 1 February 2025 to 1 January 2040, for dividends of founders (participants) of IT park residents, both physical and legal entities that are non-residents of Uzbekistan, if their export volume constitutes over 50% of their total income, a 5% tax rate will apply for income tax and profit tax.

According to the decree, from 1 January 2028 to 1 January 2040, tax and customs benefits (excluding VAT) provided for residents of the IT park under the presidential decree will be extended for those meeting one of the following criteria:

- Legal entities whose export volume in activities permitted for IT park residents constitutes over 50% of total income for the calendar year.

- Legal entities providing IT educational services, with over 50% of graduates over 18 years old employed by exporting enterprises that are residents of the IT park.

Starting from 1 April 2025, "IT-visas" will also be issued to foreign professors with a PhD, Doctor of Philosophy (PhD), or Doctor of Science (DSc) in information technology.

By 1 January 2028, a Program to Support Self-Employed Individuals in Digital Technologies is planned to be implemented.
