Measures to further enhance the welfare of the population to be adopted

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a decree titled "On Advancing Measures to Reduce Poverty and Enhance the Welfare of the Population."

According to the decree, the priority task for the remaining period of 2024 will be to lift 500,000 residents out of poverty, and in 2025, this number will increase to 1 million.

To achieve these goals, a program titled "From Poverty to Prosperity" will be implemented, aimed at engaging every citizen in the process of improving their lives and creating opportunities for self-realization. As part of the program, starting from 1 November 2024, the principle of "Seven Opportunities and Responsibilities for Low-Income Families" will be introduced, which includes:

  • Stable employment and high incomes.
  • Access to education and vocational training.
  • Access to state medical services.
  • Access to social services.
  • Improvement of living conditions.
  • Development of neighborhood infrastructure.
  • Direct dialogue with representatives of government bodies.

Starting from 1 December 2024, a Registry of Low-Income Families will be established based on data collected by the "Neighborhood Seven" — a group studying the socio-economic conditions of families. An important component of the program will be the continuation of benefits and material assistance payments for employed members of low-income families for up to six months.

From 1 January 2025, for family members included in the Registry who are employed with a salary exceeding 1.5 times the minimum wage, the social tax will be reduced to 1% for three years. Assistance will be provided based on a social contract that includes employment, education, vocational skills, and language learning, as well as maintaining housing in proper condition.
