Measures have been approved to implement the mortgage lending program for 2023.

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev, by his decree, approved measures to implement the mortgage lending program for 2023.

The document contains specific steps to provide the mortgage market with the necessary resources, upgrade housing for needy families and other support measures. The head of state announced them at a meeting last week.

Now people without official income will also be able to get a mortgage loan. Their ability to pay will be assessed based on the turnover of their bank cards, payments for rent, utilities and other expenses.

Banks will have the right to establish differentiated loan rates, which depend on the amount of the down payment, the grace period and other indicators. Borrowers who pay a higher down payment will be able to count on a lower interest rate.

Mortgage subsidy certificates will be valid for 4 months instead of a year. If the applicant has not used the certificate during this time, he may submit a new application for a grant.

Developers will receive loans for the construction of buildings at 14% per annum for up to a year and a half. They will also have the right to rent buildings under construction as collateral floor by floor and receive loans for individual floors - previously this could only be done after the completion of roofing work.

The amount of guarantees for loans for construction companies from the Entrepreneurship Support Fund will be increased to 2.5 billion soums. Compensations will also grow to 5 billion soums.

Until 2025, imports of top-grade cement, wood, plywood and wood formwork will be subject to zero customs duties.

Measures will be taken to attract a credit line in the amount of US$10 million to create laboratories at factories producing reinforced concrete products.

This year, it is planned to build 90,000 new apartments, of which 31,000 will be built in the New Uzbekistan residential areas, and another 8,000 - within the framework of other state programs. The remaining 51,000 apartments will be built by private companies.

A special working group was instructed to develop a draft law "On Renovation". In addition, it is planned to adopt a resolution on attracting investors to improve the infrastructure of residential areas, as well as on strengthening control over the observance of seismic safety in construction.
