Local budgets to spend 89.5% of expenses to social sector
Tashkent, Uzbekistan (UzDaily.com) -- Committee on budget and economic reforms of the Legislative Chamber in cooperation with the Ministry of Finance of Uzbekistan and the UN Development Programme organized a practical seminar titled “State budget as a tool to ensure social development in the regions of the country” on 18 April 2012.

Heads and specialists of interested ministries and departments of Uzbekistan, as well as scholars participated at the event.

It was noted that expenses of the State budget to social sphere increased from 43.5% in 2000 to 58% in 2011. In 2012, it is planned to increase financing of social sector. The local budgets will direct 89.5% of expenditures to social sector and social support of population, of which 56.1% to education, 21.7% - healthcare, 10.2% - social allowances to families with children and low income families.

At the event, participants considered issues of forming local taxes and other mandatory payments, limiting expenses between state and local budget, sources of financing of local budgets, etc. They also considered legislation on budget issues.

Participants also discussed mechanisms on interaction of the State budget with local budgets, role of local budgets in development of the regions, as well as international experience on impact of the state budget to social development.

It was said that budget resources should used rationally and effectively to achieve goals. It was it is important to expand rights and opportunities of local bodies in planning and using local budgets, etc.
