The event was organized by The State Committee of Republic of Uzbekistan on de-monopolization, support of competition and entrepreneurship, Chamber of commerce and industry of the Republic of Uzbekistan, municipality of Sirdarya region, International Finance Corporation (IFC) and UNDP Project “Business Forum of Uzbekistan”.

The event was organized within the framework of activities on implementing the Regulatory impact assessment system (RIA), which is being conducted in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan #281 “About the measures on implementing regulatory impact assessment system” dated 26 December 2008.

According to international practice, the RIA is one of the most effective mechanisms of improving the elaboration, adoption and implementation monitoring of the legislative acts, which directly affects the interests of entrepreneurs. The implementation of current system allows to increase the quality of the legislative initiatives. One of the key instruments of the RIA is carrying out consultancies with the entrepreneurs and other stakeholders, which allows to take into account their interests in the process of adopting and executing legislative acts, as well as to quality assessment of legislative acts adoption effect on business environment, citizens of the country and etc.

The aim of held meeting was in organizing discussions about existing problems in the sphere of business entities liquidation, as well as in identifying the possible reasons of these problems and in developing the exact recommendation on resolving them. In particular, there were considered such issues as the main stages of company liquidation process, time and financial expenditures of liquidation, conducting inspections on tax, the role and participation of other governmental bodies in passing voluntary liquidation process.

The representatives of state organizations, Chamber of commerce and Industry of the Republic of Uzbekistan, Sirdarya regional municipality, regional branches of State demonopolization committee, State property committee, State tax committee, Internal affairs department and private sector has participated in the meeting.

During the discussions the representatives of IFC and CCI’s regional branch made presentations on themes “RIA - as the contemporary mechanism of elaboration, adoption and execution controlling of legislative acts” and “Current situation of passing voluntary liquidation procedures for entrepreneurial entities in Sirdarya region”. There were mentioned problems, which are related with big number of requested documents, lengthiness of liquidation process and etc.

The participants had an opportunity to exchange the opinions and share with their sounding recommendation on improving the legislation in the sphere of voluntary liquidation of entrepreneurial entities. Obtained results will be taken into account in the process of elaboration of legislative act projects on improving regulations of voluntary liquidation procedures.
