Legislative Chamber passes several draft laws
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan (lower house of parliament) held a session in Tashkent, the press-service of the parliament said.

MPs considered a draft law “On introduction of changes and amendments to laws “On elections to Oliy Majlis of Uzbekistan” and “On elections to regional, district and city Councils of People’s Deputies” in connection with further ensuring freedom of election and development of election legislation”.

At the session, it was noted that development and implementation of the law will help to full implementation of freedom of choice, further democratization of election system, raise efficiency of providing equal conditions for candidates to MPs, political parties in pre-election campaign, as well as strengthen principles of openness and transparency in election of MPs.

After the discussion, Legislative Chamber adopted the law, which will be directed to Senate of Oliy Majlis for further consideration.

The draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with adoption of law “On Competition”, which was developed to harmonize separate laws, which regulates relations in competition at goods and financial markets.

The document introduces changes to law “On denationalization and privatization”, law “On agriculture cooperation”, law “On investment activity”, law “On telecommunication”, etc.

The draft law “On introduction and changes to Tax Code of Uzbekistan” was developed in line with the law “On family entrepreneurship”. According to MPs, adoption of the law will ensure favorable conditions for stable work of family entrepreneurship and create reliable legislative base for simplified accounting and taxation of small businesses.

Afterwards, MPs considered a draft law “On introduction of changes to article 356 of Tax Code of Uzbekistan”, which envisages decreasing taxation base on single tax for microfirms and small enterprises to the sum, spent to introduction of quality management system.

The draft law “On introduction of changes to article 223 of Criminal Code of Uzbekistan” sets measures of criminal-legal impact for illegal entry to Uzbekistan and exit to abroad of a group of citizens.

MPs also considered a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan”, developed for further strengthening legal protection of business entities and liberalization of criminal and criminal-procedural legislation.

According to the opinion of MPs, the draft law will decrease convictions terms by average twice for economic crimes, which did not damage to the state, abolishment of criminal crime and abolishment of convictions, etc.

MPs approved the concept of the law after discussions. The law was passed in the first reading.

The law “On normative-legal acts” in new edition was passed in the first reading. The document was directed at improving legislative processes, creating effective mechanisms of developing of legal acts.

The document said that the law cannot be changed, if it tightens the liability of legal persons for an act, committed earlier, at the time it does not lead for responsibility or liability.

Legislative Chamber approved the law and transferred to Senate for further consideration. Lower house of parliament also considered other issues.
