Legislative Chamber of Uzbekistan considers execution of State Budget in 9m of 2010
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 16 December 2010 to discuss execution of the State Budget in nine months of 2010.

Control over execution of main financial document of the country is one of the important responsibilities of the parliament. Legislative Chamber pays special attention to consideration of the State Budget, the parliament’s press service said.

Committees and factions of political parties and MPs’ Group of Ecologic Movement of Uzbekistan considered the execution of the budget in their meetings, the press service said.

MPs from Liberal-Democratic Party of Uzbekistan noted that the State Budget has been executed with surplus in the reporting period and corresponds to parameters, set by both chamber of parliament.

It was said that active investment policy ensured growth of foreign direct investments compared to previous years. Effective measures on supporting local exporters helped to raise export volume by 10.9% and achieve positive surplus of current account balance in the reporting period.

In nine months of 2010, Uzbekistan produced localized goods for 4.2 trillion soums on 990 projects, which is up 1.4 times year-on-year. Share of localized goods in total volume of industrial output made up 17.6% in January-June 2010 against 14.9% in the similar period of 2009.

The support of government on further supporting small and private businesses allowed to increase number of registered small businesses in Uzbekistan. It was noted that decreasing of tax burden, increasing the volume of banking loans, issued to private businesses, also helped to development of small businesses.

Members of People-Democratic Party of Uzbekistan attracted attention that the budget was socially directed and spending to healthcare, support of low-income population, and others were fully financed.

MPs underlined that the programme on creation of new jobs and employment of population helped to create over 784,900 new jobs, including 502,400 in rural areas. Major part of them were created by small and private businesses, including in service sector.

Expenses of the State Budget to healthcare in 2010 made up 29.1% more than compared to 2009. Share of expenses to social sector and social support of population made up 59.2% against 54.6% in the same period of 2010.

MPs of Milliy Tiklanish Democratic Party of Uzbekistan underlined importance of financing of the state programme “The Year of Harmonically Developed Generation”. It was said that the budget fully financed educational establishments, science and personnel training.

Members of Adolat social-democratic party said that Uzbekistan was able to ensure sustainable economic and social growth, modernization of the state.

Representatives of Ecologic Movement of Uzbekistan underlined that 24 billion soums were used to protecting environment in nine months of 2010, of which 16.7 billion soums to protection of landscape and 3.7 billion soums to collection and processing waste, as well as 3.6 billion soums to cleaning sewage. The budget also issued 29.6 billion soums to construction of water supply systems in rural areas.

During the discussion, the MPs proposed to strengthen control over adherence to budget discipline, financing of measures on social protection of population. The government proposed to strengthen control over targeted and effective use of budget funds.

After discussions, Legislative Chamber approved a report on execution of the State Budget of Uzbekistan in nine months of 2010 and adopted a corresponding resolution.
