The press service of Legislative Chamber, MPs and workers of Legislative Chamber, representatives of Ecological Movement, ministries and departments, large industrial enterprises and mass media participated at the event.
At the session, the participants discussed ecological problems, and adopted measures on solving them, existing insurance system, economic bases for ecological insurance, and international experience in the sector.
It was noted that currently Uzbekistan adopted over 20 important laws, hundreds of by-laws in environment protection, rational use of natural resources, ensuring ecologic security. Adhering to natural protection legislation at carrying out economic activity should serve as main criteria of ecological validity and preventing ecological damage of the activity.
This is important at carrying out such legal mechanism on protection of environment as the planning measures on environment protection, regulating nature use, as well as ensuring insurance protection – ecological insurance of life, health, socially important interests of the citizens, legal entities at compensation of losses.
Issues of ecological responsibility and ecological insurance, as well as legal basis for creating and developing ecologic insurance reflected at the Constitution of Uzbekistan, Labour Code, Civil Code, Law “On nature protection”, Law “On radiation security”, Law “On mandatory insurance of civil liability of employees” and other legal documents. But they did not fully uncover order of conducting ecological insurance, determining insurance sum and insurance tariffs, size of compensation for third persons and mechanism of its payment.
The participants noted that it is necessary to develop a draft law “On ecological insurance”, directed at decreasing risks of illegal impact to environment and people health, as well as creating necessary mechanism on management of the sector. The ecological insurance system should be attracted business entities, working in ecologically dangerous areas, and it should be legally strengthened.
At the same time, ecological insurance create mutual beneficial of economic interest between insurer and insured to decrease ecological risks. Insurer will request to reduce damage to environment as pollution of environment will negatively impact of environment and people health, which in its turn will increase insurance tariffs. If insured persons or entities do not permit ecological risks, they will receive preference in signing new insurance agreements.
The participants of roundtable gathered proposals, which will be used in preparation of the draft law “On ecological insurance”.
